Job Description

Kadiak, LLC, a Koniag Government Services company, is seeking an IT Governance & Portfolio Management Sr. Consultant to support Kadiak and our government customer in Germantown, MD. This position requires the candidate to be able to obtain a Public Trust.

The IT Governance & Portfolio Management Sr. Consultant will provide enterprise policy, portfolio management, and governance support. This individual will work closely with senior personnel and leadership to support FITARA execution, IT investment performance monitoring, and Information Management Governance Board (IMGB) activities. The successful candidate will bring deep expertise in federal IT compliance, program management, and stakeholder coordination.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
• Assist the OCIO in maturing FITARA-related processes and reporting in alignment with federal mandates and agency-specific requirements.
• Provide Information Management Governance Board (IMGB) Support, including preparation of briefings, meeting materials, decision documentation, and action item tracking for senior personnel.
• Facilitate coordination and communication between IMGB members and leadership to ensure timely and informed IT decision-making across strategic, programmatic, and budgetary matters.
• Deliver FITARA Advisory and Management Support, including outreach activities that promote federal compliance expertise and coordination with agency partners.
• Develop and maintain program controls and management procedures to support the efficient execution of IT governance initiatives.
• Assist in formulating program strategies, developing budgets and schedules, and coordinating efforts across multiple task activities.
• Support personnel actions and task coordination across cross-functional teams involved in enterprise IT portfolio management.
• Contribute to the development and maintenance of governance documentation, policy frameworks, and standard operating procedures in support of the strategic goals.
• Provide subject matter expertise on federal IT regulations, policies, and best practices to support advisory functions.
• Monitor and report on key performance indicators related to IT investments and portfolio health.
• Coordinate with internal and external stakeholders to advance information management governance and compliance objectives.

Education and Experience:
Required:
• Bachelor's degree in Information Technology, Computer Science, Business Administration, Public Administration, or a related field from an accredited college or university.
• Demonstrated experience supporting and supervising projects within a federal or large enterprise IT environment.
• Experience with the management of information technology systems, subsystems, or equipment.
• Experience developing program controls and management procedures, formulating programs, developing budgets and schedules, and coordinating personnel actions across multiple task activities.

Required Skills and Competencies:
• Exceptional communication skills in English – both written and oral – with the ability to effectively engage technical and non-technical stakeholders, including senior government officials.
• Strong knowledge of FITARA (Federal IT Acquisition Reform Act) requirements, including IT investment tracking, performance monitoring, and federal reporting obligations.
• Experience supporting or facilitating senior-level governance boards or advisory committees, including preparation of briefing materials, agendas, and decision documentation.
• Demonstrated ability to develop and implement program management controls, procedures, and governance frameworks in a complex organizational environment.
• Proficiency in budget development, schedule management, and resource planning for IT programs and projects.
• Strong ability to coordinate across multiple task areas and cross-functional teams, ensuring alignment and timely execution of deliverables.
• Experience in federal IT portfolio management, including tracking IT investments and supporting data-driven decision-making.
• Ability to analyze and interpret federal IT policies and regulations, translating them into actionable guidance for agency stakeholders.
• Proven ability to work independently and collaboratively in a dynamic, fast-paced federal government environment.

Security Requirement:
• Ability to obtain and maintain Public Trust Clearance.

Desired Skills and Competencies:
• Prior experience working directly with federal agencies.
• Familiarity with OMB Circular A-130, the Federal Enterprise Architecture Framework, or other federal information management frameworks.
• Knowledge of IT capital planning and investment control (CPIC) processes within the federal government.
• Experience with federal budget formulation and execution processes, particularly as they relate to IT investment justification (Exhibit 53/300 submissions).
• Experience developing and delivering training or outreach materials in support of federal compliance initiatives.
• Proficiency with collaboration and project management tools such as Microsoft SharePoint, Teams, or similar platforms.
