This business analyst is a generalist supporting solution requests from across the agency. This position works with programs and technical specialists to see through the development of solutions, utilizing skills in requirement gathering and communication. The ideal candidate will bring familiarity with ServiceNow (or similar ticketing systems) and professional IT experience to a role that has an impact across the Health Care Authority.

About the division:

The Enterprise Technology Services (ETS) division develops and provides all information technology (IT) services and solutions throughout the Health Care Authority (HCA) and externally with partner agencies including, but not limited to: DSHS, DOH, Health Benefits Exchange, LNI, DOC, and DCYF. ETS has hundreds of solutions, applications, and databases in its IT portfolio.

About the position:

The journey-level business analyst engages subject matter experts, public and private sector IT solutions, and business partners to define, develop, verify, validate, and deliver new IT products/solutions and projects that bring about enterprise change, transformation, and grow the maturity levels of the HCA's business processes and technology areas to benefit HCA clients served.

This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Examples of duties

Some of what you will do:

  • Elicit requirements from product owner, key stakeholders, and subject matter experts using interviews, document analysis, requirements meetings, prototypes, business process analysis, use cases or user stories, scenarios, tasks, and workflow analysis..
  • Lead requirements analysis and verification, ensuring that functional and non-functional requirement statements are complete, consistent, concise, and conform to standards.
  • Determine business objectives by studying business functions, gathering information, evaluating user processes, input/output requirements, and formats.
  • Document business requirements, business rules and logic, and design specifications.
  • Lead requirements validation activities to confirm that a solution based on the requirements would meet customer needs and achieve the business objectives.
  • Serve as liaison between the business and the technical teams to ensure consistency, understanding, and efficiency in processes and logic.
  • Communicate benefits of the business and technical solutions to management and users.
  • Identify ways to assist program manager in product planning through requirements development and analysis.
  • Lead user acceptance testing, develop test plans, and test cases.
  • Identify and devise process improvements in IT requirements to develop technology artifacts and sprints for agile or waterfall development methodology.
  • Provide project management roles and responsibilities in support of small- to medium-sized projects affecting internal and external customers.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

  • Seven (7) years of progressive professional IT experience.

Option 2:

  • Associate degree in IT, computer science, or IT-related field and
  • Five (5) years of progressive professional IT experience.

Option 3:

  • Bachelor’s degree in IT, computer science, or IT-related field and
  • Three (3) years of progressive professional IT experience.

Option 4:

  • Master’s degree in IT, computer science, or IT-related field and
  • One (1) year of progressive professional IT experience.

Option 5:

  • Three (3) years as an Entry level IT professional in state government.

Qualifying candidates will also satisfy all of the following (may be gained concurrently with other experience):

  • Three (3) years of progressive professional IT experience in one or more of the following areas:
    • consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment;
    • directing IT projects;
    • providing IT customer or technical support; or administering or supervising staff who performed work in any of these IT disciplines.
  • Two (2) years of experience developing As-Is/To-Be models and devising transition plans for IT projects.
  • One (1) year of experience with analyzing and overseeing projects including: evaluating project health, identifying project risks, and establishing quality assurance measures for IT development work.

  • Demonstrated ability to act as a bridge between IT teams and business units to translate complex IT findings into understandable business logic.
  • Demonstrated proficient ability to resolve IT problems requiring analysis and the discernment of the most suitable solution(s)/processes(s) available.
  • Proficiency in using varied techniques—interviews, prototypes, workflow analysis, and user stories—to extract both functional and non-functional IT requirements.
  • Demonstrated proficient ability to communicate the benefits of new business and IT solutions to management to drive organizational adoption.
  • Demonstrated ability to require minimal guidance in addressing unusual IT situations.
  • Proficient at developing and delivering training for new external or internal users of IT solutions.
  • Knowledge of what makes health data and health data collection unique compared to other data types
  • Proficient at devising software release plans and documenting technical solutions for known issues.
  • Demonstrated ability to facilitate ongoing requirement prioritization and assisting program managers in product planning.
  • Demonstrated ability to establish processes for capturing and maintaining data to ensure data lineage and integrity across the enterprise.

Preferred qualifications:

  • One of the following certifications: Project Management Professional, Agile, Change Management, Lean, or SCRUM.
  • Experience working with health data or behavioral health data.
  • Experience facilitating change and/or transition planning, including collaboration with partners and proven internal and external influencing skills at senior management levels.
