IT Business Analyst – Journey

This is a full-time permanent, remote position. Employees may occasionally be asked to attend an in-person meeting or event based on business needs.

The Opportunity

This IT Business Analyst – Journey provides is responsible for PEBB and SEBB business and technology analyses, planning and documenting requirements in partnership with business subject matter experts (SMEs) and external partners. This position ensures HCA’s systems (technology, data, and processes) adhere to federal laws, regulations and standards, and the State OCIO’s and HCA’s enterprise architecture principles, policies, and standards. This position utilizes business and technical experience in the analysis, documentation, and providing of IT requirements’ services for systems, data, and processes development. This position is responsible for identifying, documenting, supporting and validating all requirements for implementing new solutions, modernization and innovation enhancements.

Key Responsibilities Include:

  • Facilitate requirement gathering sessions to elicit, analyze and document business, organizational and/or operational requirements from business users and stakeholders.
  • Document business requirements, business rules and logic, and design specifications.
  • Solicit business owner’s prioritization of requirements for systems, data or business process developments.
  • Construct diagrams and write specifications to translate business needs to technical requirements.
  • Develop use cases or user stories and assist in prioritizing requirements.
  • Identify and support process improvements in business requirement mapping to development work items/sprints and the agile development methodology.
  • Assist with development of standards for project and requirements documentation, Project Management Lifecycle (PMLC) frameworks.
  • Develops ahead of any deployment and implementation points, “As-Is” to “To-Be” gap analyses and corresponding and proactive change management plans for successful deployment and transition planning.

  • Demonstrated ability to identify stakeholders and select appropriate IT business analysis techniques to manage IT requirements and assess the progress of the work.
  • Demonstrated ability to ensure stakeholders’ actual underlying IT needs are understood and captured.
  • Demonstrated ability to understand and apply the IT usability software development life cycle (SDLC), particularly user-centered analysis and usability testing techniques.
  • Demonstrated ability to assess proposed IT solutions to determine the best solution to meet business needs.
  • Demonstrated ability to identify gaps and shortcomings, in IT solutions and determine necessary workarounds or changes to the solution.
  • Demonstrated ability to work with stakeholders to identify and understand their IT needs, concerns, and working environment.
  • Demonstrated ability to apply and enhance knowledge and skill to both usual and unusual, issues.
  • Self-directed and manage multiple and often competing priorities.
  • Well-developed skills in Microsoft SharePoint and Microsoft Office/Professional products
  • Knowledge or experience with Agile, Lean and ITIL concepts.
  • Understanding of information technology management and analysis, including the software development life cycle (SDLC), systems analysis, requirements analysis and translating business requirements into user requirements and functional requirements, data modeling, security implementations, testing strategies and user test scripts within an Information Technology group.
  • Ability to quickly learn new technologies.
  • Ability to manage multiple concurrent projects
  • Excellent oral and written communication skills, analytical, and problem-solving skills.
  • Proven team player and team builder as well as a self-starter and self-motivated.

Preferred Qualifications

While these are not required, having them may help you stand out as an applicant.

  • A bachelor’s degree in computer science or information technology area AND three (3) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes.
  • Seven (7) years of progressive (continuing to grow professionally) professional IT Experience as a Business/Technical Analyst within an IT group performing consultative, administrative, or project management services, including analyzing and designing of business processes.
  • Three (3) years as an Entry Level IT Business Analyst Professional in State Government performing the experience listed above.
  • Experience working with Microsoft Visio or similar Business Modeling Tool.
  • Familiarity with, and demonstrated understanding of, the enterprise’s business, information/data and technology architectures.

Working Conditions:

Work Location and Schedule:

This is a full-time 40-hour-per-week REMOTE position. Our standard business hours are Monday through Friday, 8 a.m. to 5 p.m., with alternative work schedules considered based on business needs and supervisor approval. In this role you will regularly collaborate with colleagues, Agency leaders, state and federal partners, and other external partners or customers. Occasional travel may be required for meetings, training, or other business needs. All employees are required to report to our Olympia office on their first and final day of employment.
