
Citi's Investor Services Technology group is seeking a transformation focused Tax Reclaim Transformation Technology Lead the end-to-end digitization and automation of Citi's global withholding tax reclaim operations — one of the most complex and high-value operational domains in global custody.
This role will drive the replacement of manual, fragmented tax reclaim processes with an intelligent, automated platform that manages the full reclaim lifecycle — from eligibility determination and documentation management through claim submission, tracking, and recovery reconciliation — across 60+ tax jurisdictions globally.
The ideal candidate brings deep expertise in tax technology or regulatory compliance platforms, combined with strong engineering leadership and a proven ability to deliver large-scale transformation programs in a complex, global financial institution.
Responsibilities:
Transformation Roadmap
Define and execute the multi-year technology transformation roadmap for Citi's global tax reclaim operations — prioritizing automation, straight-through processing, and elimination of manual intervention across all reclaim workflows.
Reclaim Lifecycle Platform
Architect and deliver an end-to-end tax reclaim platform covering eligibility assessment, documentation generation, claim submission to tax authorities, status tracking, and recovery reconciliation — with full audit trail and client reporting.
Regulatory Intelligence
Build a regulatory intelligence layer that tracks treaty changes, tax authority requirements, and deadline calendars across 60+ jurisdictions — ensuring the platform remains current and compliant as global tax rules evolve.
Intelligent Automation
Deploy AI/ML and intelligent document processing (IDP) to automate document classification, data extraction, eligibility rules application, and exception handling — dramatically reducing manual processing time and error rates.
Client Transparency
Deliver real-time client-facing dashboards and reporting capabilities that provide full visibility into reclaim status, recovery timelines, and tax recovery performance — differentiating Citi's service proposition in the market.
Global Team & Delivery
Lead a global engineering and transformation team, managing delivery across multiple geographies and time zones. Partner with Tax Operations, Legal, Compliance, and Custody Technology to ensure seamless integration and adoption.
Experience:
10+ years in technology leadership, with experience in regulatory compliance, tax technology, or financial operations transformation
5+ years leading large-scale technology transformation programs in a global financial institution
Proven track record delivering automation and digitization programs that eliminate manual processing at scale
Technical:
Experience with intelligent document processing (IDP), OCR, and NLP for document automation
Strong command of workflow orchestration, BPM platforms, and rules engine design
Hands-on Proficiency in Java, Angular/React, Oracle, and cloud-native development
Experience with regulatory data management, audit trail design, and compliance reporting
Understanding of withholding tax reclaim processes: eligibility, treaty relief, documentation, and submission to tax authorities
Familiarity with global tax treaty frameworks and key jurisdictions (EU, US, Asia-Pacific)
Knowledge of custody operations, corporate actions, and income processing as they relate to tax reclaim
Awareness of FATCA, CRS, and other global tax transparency and reporting regimes
Education
Bachelor's or Master's degree in Computer Science, Engineering, Finance, or Information technology
