About the Role

This position works closely with the Senior Management Team (SMT) of APAM by monitoring and reporting results of compliance/ethics efforts of the Company and providing guidance to the SMT on matters relating to compliance. In addition, the Compliance Officer is authorized to implement all necessary actions to ensure achievement of the objectives of an effective compliance program for the Company and implementation of the strategic directions/initiatives of AIA Group Compliance.

Responsible for managing the Compliance Department for APAM which works as a second line of defense in partnership with the business (as first line of defense) to ensure that all regulatory and market conduct risk is efficiently and effectively assessed, mitigated and controlled and that a culture of ethics and compliance is developed and maintained in respect of the organization’s business in support of Company’s profitability and sustainable growth objectives.

Roles & Responsibilities

1. Implementation of compliance program

  • Responsible for the overall design, implementation and ongoing enhancement of the Company’s Compliance Program that is focused on regulatory, investments, product and sales (market conduct) compliance, whilst ensuring its alignment with business objectives, AIA Group Operating Principles and Group Compliance’s strategic direction.
  • Oversee the implementation of an effective compliance risk assessment program for the Company and engage with key business stakeholders which includes but not limited to:
    a) being a member of or otherwise working closely with the SMT to ensure key regulatory and ethical risks (including emerging risks) are identified and managed and Compliance resources are appropriately directed and;
    b) working with relevant functions (e.g. ERM, Internal Audit, Finance and Legal) to build up and/or implement a risk control framework and provide quality and solutions-focused advice on risk and control issues relevant to the business units for informed decision-making on compliance and ethics matters.
  • Represent APAM Compliance in Group Compliance initiatives through active participation and liaison work.
  • Responsible for the development of relevant compliance policies and procedures necessary to support the objectives and values of the Company and for the implementation of corporate (AIA Group) policies/standards and procedures to manage corporate-level regulatory risks.

2. Implementation of culture of compliance and ethics programs

  • Develop and implement an effective education program through ongoing communication and training to embed a culture of compliance and ethics within the Company.

3. Reporting and monitoring (as second line of defense)

  • Responsible for the effective communication of compliance matters including timely and accurate reporting and/or escalation of such matters in accordance with relevant reporting and escalation protocols, including regular reporting to SMT of APAM and Board or relevant Board Committees on compliance risk, issues and activities.
  • Oversee compliance reviews performed on business units, departments and branches/sales offices and provide solid support to the monitoring program and assurance on the implementation of remedial actions on any non-compliance issues.
  • Develop or oversee development of structural approach and procedures to effectively deal with suspected instances of compliance policy violations by employees and/or fraud and misappropriations by intermediaries, from receiving allegations to planning and conducting investigations.

4. Staff Development (where applicable)

  • Responsible for structuring, leading, coaching and developing the compliance team to enhance and strengthen the compliance leadership within the Company to support the business.

5. Others

  • Perform other responsibilities and duties periodically assigned by the supervisor in order to meet operational and/or other requirements.

Financial and Non-Financial Measures:

  • Effective implementation of Group Standards and local laws / rules / regulations.
  • Effective design and rollout of all Compliance Programmes and compliance training programmes for the Company.
  • Quality of second-line compliance assurance/monitoring programs.
  • Prompt and appropriate management and reporting of incidents.
  • Number of controllable high risk Regulatory findings and GIA findings on Regulatory, Investment and Sales Compliance areas.
  • Effective and timely implementation of corrective action in respect of compliance incidents and regulatory/GIA findings.

Job Requirements:

  • Bachelor’s degree in Accounting, Finance, Law or Business with 10 years solid work experience in the financial industry handling compliance and/or controls
  • Preferably passed Module 9 (Funds Management Regulation), Module 10 (Asset and Funds Management) and Module 11 (Fundamentals of Compliance) of Securities Commission Malaysia Licensing Examination.
  • In-depth understanding of the fund management business and regulatory development, in lieu of financial services.
  • Good interpersonal and communication skills and self-motivated.
  • Good written and spoken communication skills in English and local language.
  • Independent and be able to work under pressure
  • Be organized, detail-oriented and analytical
  • Possess leadership, coaching and influencing skills; business acumen; problem solving skills
  • High level of integrity and take ownership and accountability of results
  • Senior Manager position available.
