Oregon State Treasuryis recruiting for the position ofInvestment Analyst 3, Diversifying Strategies.The primary purpose of this position is to support the day‑to‑day investment and administrative activities of the Diversifying Strategies Portfolio.
Job Duties Summary
Receives and reviews investment presentations, takes frequent meetings with prospective general partners and their agents. Analysis encompasses the identification of proposed investments’ unique risk andreturnattributes, evaluation of those attributesrelativeto other, competing investment opportunities, general partnertrack recordassessment and a thorough inventory and evaluation of all other terms and conditions. This positionassistsin the assembly of overall due diligence investment memorandums.Assistsin performing on-site due diligence visits with Investment Officer(s) and attends industry conferences
Gathers andutilizesdata setting forth current trends in Diversifying Strategies and measurable economic influences pertinent to the status of Diversifying Strategies investments. Research topics mayinclude:alignment ofinterestsanalysis; partnership conditions and terms analysis; and developing a performance analysis framework. This individualassistsInvestment Officer(s) with research to support overall Program’s strategic direction.
Performs portfolio analysis and produces reports to aid Investment Officer(s) to assure compliance with applicable investment guidelines as dictated by Oregon Revised Statutes and the Oregon Investment Council. Analyses may include performance analysis, diversification analysis, and liquidity analysisAid in formulating board and committee materials such as memos and presentations, including OIC materials specific to the OPERF Diversifying Strategies portfolio.
Builds andmaintainsan "investment partnerships of interest" pipeline to aid Investment Officer(s) with portfolio construction decisions. Builds andmaintainsinvestment strategy competitive landscapes.
Providesgeneral supportto the Investment Officer(s) for ad hoc tasks and requests. Tracks andmaintainsinvestment meetings database. This individual may work with relevant legal staff to help coordinate investment closings.
Work Schedule
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will bepredominately fromTreasury’s TigardofficeWork from the Tigard, Oregon office at a minimum of two days per quarter and as needed for business reasons. Upon hire, employees are expected to be in the office more than once per week for onboarding, learning, and collaboration.
Salary Range
$86,964-$133,680 annually.

RequiredMinimum Qualifications
ABachelor’s Degree in Business or Finance, or any other degreedemonstratingthe capacity for the above listed knowledge and skills and six years of professional experience in a similar analytical, operational or project management role; OR
A valid certification as a Chartered Financial Analyst (CFA) and 5 years of experience; OR
Any combination of experience and education equivalent to nine years of experience that typically supports the knowledge and skills for the classification.
AMaster’s Degree in Business or Finance, or any other degreedemonstratingthe capacity for the above listed knowledge and skills will substitute for one year of the required experience.
