Investigations Manager-(260005EZ)

The Commission for the Protection of Persons with Disabilities (CPPD) is an independent state agency whose mission is to protect adults with disabilities from the abusive acts or omissions of their caregivers through investigation, oversight, public awareness, and prevention. Through education, collaboration, and community engagement, CPPD works to increase awareness, strengthen prevention efforts, and promote the safety, dignity, and rights of adults with disabilities across the Commonwealth.

The Investigations Manager’s primary responsibility is to supervise Investigators in their investigation and response of complaints of abuse and neglect, referred by the Intake Unit within the Commission for the Protection of Persons with Disabilities, and ensure compliance with M.G.L. Chapter 19C requirements, CPPD regulations 118 CMR. The Investigations Manager will provide assistance and guidance when a two-person home visit may be required; provide guidance and consultation to Investigators in the assessment of risk to the alleged victim and work with CPPD Program Units, such as Intake, Oversight and SPDU to ensure appropriate protective services recommendations are made to ensure the alleged victim’s safety.

Key Responsibilities

Team Management & Supervision:

  • Oversee and assign CPPD cases, including 19C abuse, M.G.L. c. 19C §11 retaliation, and compliance investigations.
  • Provide ongoing supervision and guidance to investigators to ensure efficient caseload management and high work performance.
  • Conduct regular one-on-one meetings with investigators to review case files, weekly activity logs, and provide technical consultation on complex cases.
  • Support professional development by mentoring staff and proactively addressing performance or communication challenges.
  • Delegate tasks effectively to optimize daily office management and investigative unit operations

Investigation & Operational Support:

  • Conduct investigations directly on a periodic basis, including abuse, retaliation, and compliance cases.
  • Collaborate across units (Intake, Oversight, Legal, and Administrative) to ensure the agency meets its mission of protecting vulnerable adults.
  • Assist with intake screening by gathering information to support critical decision-making processes when necessary.
  • Ensure data integrity by monitoring staff adherence to Case Management System (CMS) protocols and case closure procedures.
  • Participate in a rotating schedule to provide 24-hour emergency on-call coverage for the abuse reporting hotline and resolve critical events as needed.

Policy, Strategy & Quality Improvement:

  • Partner with Investigations Directors to develop, review, and update operational protocols, agency policies, and staff forms.
  • Facilitate quality improvement programs to identify operational bottlenecks and enhance daily efficiency.
  • Establish clear investigative guidelines for high-risk incidents, including restraints, sexual assaults, domestic violence, and fatalities.
  • Contribute to strategic planning and assist leadership in setting operational priorities for investigations.

Preferred Qualifications

  • Strong background in investigating abuse of individuals with disabilities and developing protective service plans.
  • Proven experience supervising, evaluating, and mentoring investigative personnel.
  • Deep working knowledge of state government operations and relevant statutes, specifically M.G.L. c. 19C.
  • Expertise in standard investigative practices, evidence gathering, and professional report writing.
  • Analytical agility with the ability to process complex information rapidly in a fast-paced environment.
  • Excellent organizational skills and responsiveness to leadership directives.
  • Proficiency in modern workplace computer applications and database system

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
