The Interoperability Network of the South Bay Joint Powers Authority (INSB) is seeking an experienced and highly motivated professional to serve as its next Executive Director.

INSB is a regional Joint Powers Authority supporting interoperable public-safety communications for seven South Bay municipalities: El Segundo, Gardena, Hawthorne, Hermosa Beach, Manhattan Beach, Redondo Beach and Torrance.

The Executive Director reports directly to the INSB Governance Board and serves as the Authority's principal executive and administrative officer. The position requires a high degree of independence, sound judgment, technical aptitude and the ability to work effectively with police and fire executives, communications and information-technology professionals, municipal administrators, vendors, consultants, regulatory agencies and regional communications partners.

This is a contract position, with workload varying according to meetings, projects, grants and operational requirements. The current Executive Director workload has been reported to exceed 100 hours per month.

ESSENTIAL FUNCTIONS

  • Provide executive leadership and implement the policies and strategic direction established by the INSB Governance Board.
  • Coordinate the operation, maintenance, development and lifecycle planning of INSB's regional public-safety communications infrastructure, including P25 land-mobile-radio systems, radio sites, microwave links and related network infrastructure.
  • Coordinate major communications, technology and infrastructure projects.
  • Develop and administer annual operating and capital budgets, member-agency allocations and long-term financial forecasts.
  • Identify grant opportunities and prepare, administer, monitor and close out grants and subrecipient agreements.
  • Manage vendors, consultants, contracts, procurements, service agreements and tenancy agreements.
  • Coordinate invoices, payments, subscriber revenues, asset inventories, financial audits, investments and required governmental financial reporting.
  • Prepare Governance Board and committee agendas and supporting materials and coordinate meetings in accordance with applicable public-meeting requirements.
  • Attend INSB Technical Committee and Operations Committee meetings to provide support and guidance.
  • Coordinate with INSB legal counsel on contracts, governance, regulatory matters and other legal issues.
  • Maintain or coordinate FCC licensing and other regulatory requirements.
  • Represent INSB before ICI Systems, governmental and regulatory agencies, regional communications organizations and other stakeholders.
  • Coordinate insurance, claims and risk-management matters.
  • Support conflict-of-interest, Form 700, records-management and other JPA administrative requirements.
  • Provide the Governance Board with professional recommendations regarding operational, technical, financial and strategic matters.
  • Perform other duties necessary for the effective administration and operation of the Authority.

ADMINISTRATIVE SUPPORT

The Executive Director contract is intended to provide INSB with a complete executive and administrative service. The selected contractor will be responsible, at the contractor's own expense, for providing and supervising any administrative, clerical, meeting-support or other personnel reasonably necessary to perform the contracted services.

INSB and its member agencies will not be responsible for providing dedicated administrative or clerical staff to support the Executive Director.

Formal officers of the Authority, including any Secretary required by INSB's governing documents, will continue to be appointed or designated by the Governance Board as required.

IDEAL CANDIDATE

The ideal candidate will be an experienced executive or senior manager who understands the intersection of public safety, technology, government administration and regional collaboration.

The successful candidate should possess demonstrated experience in several of the following areas:

  • Public-safety communications or information technology.
  • P25 land-mobile-radio systems and regional interoperability.
  • Radio-site and microwave communications infrastructure.
  • Municipal government or Joint Powers Authority administration.
  • Executive or senior-level public-sector management.
  • Public-sector budgeting and financial administration.
  • Grant development and administration.
  • Public procurement and contract administration.
  • Major technology or infrastructure project management.
  • FCC licensing and regulatory compliance.
  • Working with governing boards and multiple governmental agencies.
  • Brown Act and other California public-agency governance requirements.
  • Regional public-safety communications organizations such as ICI Systems, LA-RICS or comparable systems.

COMPENSATION AND CONTRACT

Anticipated annual contract amount: $85,000 - $90,000 (DOE).

Final compensation will be based upon the successful candidate's qualifications, experience and proposed service arrangement and will be subject to negotiation and approval by the INSB Governance Board.

The contract amount is intended to be inclusive of administrative and clerical support required to perform the scope of services.

The successful candidate will enter into a professional services agreement with INSB. The final agreement, insurance requirements, scope of services and other contractual provisions will be subject to approval by INSB and its legal counsel.

EDUCATION AND EXPERIENCE

Any combination of education, training and progressively responsible professional experience that demonstrates the knowledge, skills and abilities necessary to successfully perform the Executive Director's responsibilities will be considered.

Experience in public safety, public-safety communications, information technology, municipal government, a Joint Powers Authority or another multi-agency governmental organization is highly desirable.

No specific degree requirement is proposed.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Operate independently with limited day-to-day supervision.
  • Analyze complex technical, operational and financial issues and provide clear recommendations to executive decisionmakers.
  • Manage multiple concurrent projects, contracts, grants and deadlines.
  • Communicate effectively with police chiefs, fire chiefs, municipal executives, technical personnel, vendors and elected or appointed officials.
  • Prepare professional Board reports, budgets, agreements and other governmental documents.
  • Understand and communicate complex public-safety communications issues to both technical and non-technical audiences.
  • Build consensus among multiple agencies with differing operational and organizational priorities.
  • Exercise discretion and sound judgment when handling sensitive governmental matters.

SELECTION PROCESS

Following the application deadline, the INSB Executive Director Selection Committee will review submitted applications and identify the candidates whose qualifications most closely meet the needs of the Authority.

The most qualified candidates will be invited to participate in a remote structured interview with the Selection Committee.

The Selection Committee may conduct reference checks or request additional information from candidates as part of the evaluation process.

Following interviews, the Selection Committee will recommend a preferred candidate or finalists to the INSB Governance Board. Final selection and appointment of the Executive Director will be made by the INSB Governance Board.
