About the Role

As International Programs (IP) Governance Manager, you will build and steward the governance framework that underpins Swiss Re's IP decision-rule ecosystem. Acting as the key coordination point across Business, Operations, Technology, and Compliance, you will ensure that business policies and underwriting requirements are translated into scalable, transparent, and well-controlled automation solutions. This is a high-impact role at the centre of Swiss Re's IP transformation — combining governance leadership with project management, knowledge management, and technical oversight.

Key Responsibilities

  • Own the governance framework — design, implement, and continuously improve end-to-end governance standards, controls, ownership, and accountability structures for the IP decision ecosystem
  • Bridge business and technology — translate complex business policies and underwriting requirements into practical, scalable, and well-governed decision frameworks and operational solutions
  • Drive transparency and control — ensure auditability, quality assurance, and compliance across all rule-based decision processes, maintaining alignment with regulatory requirements and business objectives
  • Partner with Technology teams — collaborate to develop and implement tooling that supports rule management capabilities, balancing business needs, operational efficiency, and technical feasibility
  • Lead change coordination — manage rule-related change initiatives from concept through implementation and stabilisation, keeping stakeholders aligned and accountable throughout
  • Conduct impact assessments — analyse data and operational insights to identify optimisation opportunities and recommend improvements across the IP decision ecosystem
  • Enable innovation responsibly — support the adoption of AI-enabled and automation capabilities, ensuring governance, transparency, and risk considerations are embedded from the start
  • Serve as business custodian — maintain governance processes covering ownership, quality assurance, performance monitoring, change management, and cost transparency across the IP ecosystem, and support the transition of strategic initiatives into sustainable business-as-usual operations

About the Team

The IP Proposition Development team is a strategic enabler of the International Programs portfolio. Working closely with the IP Sponsor and the broader IP community, the team drives global capability development that shapes the future of the business. With strong international exposure, we partner across regions and functions — including underwriting, operations, finance, and technology.

Together, we challenge established ways of working, develop innovative solutions, and build the capabilities that will define the next generation of International Programs.

About You

You are a trusted, collaborative problem solver who thrives in complex, cross-functional environments. You bring a sharp governance mindset, strong communication skills, and the confidence to challenge constructively and drive clarity. Curious about innovation and pragmatic in your approach, you know how to build relationships, simplify complexity, and turn ambiguity into action.

We are looking for candidates who meet these requirements:

  • Governance & compliance expertise — solid understanding of insurance governance, risk management, controls, and compliance frameworks within complex, global organisations
  • Stakeholder & project management — proven track record of managing cross-functional stakeholders and delivering initiatives end-to-end in international environments
  • Business-to-technology translation — demonstrated ability to convert business policies and requirements into operational and technical solutions
  • Analytical & communication skills — ability to assess complex situations, facilitate discussions, and present recommendations clearly to diverse audiences
  • Automation & AI awareness — solid understanding of digital workflows, automation, and AI-enabled solutions, including their opportunities, risks, and governance implications

These are additional nice to haves:

  • Hands-on experience with business rules engines, workflow solutions, or decision-management platforms
  • Familiarity with multinational insurance operations and international program structures
  • Experience establishing governance models and operating frameworks from scratch
