
To provide overall guidance and direction for the planning, implementation and operation of the safety management system (SMS)/Safe System of work and responsible for providing information and advice to senior management and to the Accountable Executive on matters relating to safe operations and safe system of work ensuring effective planning and implementation of all activities comply with HSEMS, MCF and Local authorities requirements.
1)OPERATION AND OCCUPATIONAL SAFETY IMPLEMENTATION
Strategizes, lead and continually improve the implementation of Operation and Occupational Safety requirements to activities are in full compliance to HSE regulatory and company requirements covering HSEMS, MCF and Process Safety.
Manage, review, lead the development and maintain the integrated information management center for providing advice on Upstream Safe System of Work Manual and the associated HSE Procedures and Guidelines to internal and external stakeholders, to promote and is in accordance with Legal requirements, PETRONAS Technical Standard and Industry best practices.
2)OPERATION SAFETY MANAGEMENT REVIEW, TECHNICAL ASSURANCE AND INSPECTION
Strategizes and manage the execution of Safety technical assurance activities, review of TORs, lead and/ or facilitate the review of assurance findings and gain acceptance of key stakeholders on intervention plan required to assure the integrity of HSE controls throughout Upstream including contractors.
Drive the identification of HSE regulations and industrial codes, standards and best practices, and propose adoption into BU/OPU System.
3) HSE Risk Management
Drive and implement effective risk management activities by lead HSE Risk Assessment and strategizes in the review of HSE Risk Assessment report to influence Technical Authority and line management for adoption and recommendations.
Lead HSE inspection/assurance and drive the implementation of HSE controls arising from safety risk assessment effectively.
4) PERFORMANCE MONITORING AND CONTINUOUS IMPROVEMENT
Strategizes, lead and continually improvement of Upstream Occupational/Operational Safety performance in developing the HSE Key Performance Indicator (KPI) to monitor the implementation, track and analyze HSE performance to benchmark against other Division, OPU’s and industry HSE standard and formulate intervention measures. to resolve HSE impending issues.
5) CAPABILITY DEVELOPMENT AND PLANNING
Strategizes and lead the formulation of capability development and planning programme on SKG 18, HSE Tools Down Day, OSL Change Leader Academy, HSE work programme and budget to ensure effective management of capability development programme.
