Position Summary:
Oversees daily program operation of Mobile Response Teams. Ensures maintenance of licensing and Commission on Accreditation of Rehabilitation Facilities. Provides onsite direction and supervision of the team’s crisis counseling response team and is responsible for program implementation.
Essential Job Functions:
- Oversees staffing, training, reporting, data analysis, and fiscal monitoring.
- Engages in community networking and support to build relationships with law enforcement, community resource organizations, behavioral health organizations and local long term recovery team.
- Supervises staff and peers to ensure positive client outcomes and achievement of program goals.
- Increase community awareness about Mobile Response Team and behavioral health needs through coordinating community education and outreach.
- Help to assess people who require traditional SA/MH treatment as necessary.
- Conducts Baker Act Assessments as needed.
- Monitor the systems, procedures, and standards of the program, informing the appropriate parties when deviations occur
- Implement, adhere to, and monitor licensing and Joint Commission standards and agency policies and procedures
- Monitor and adhere to program budget(s)
- Ensures acquisition of necessary documentation and timely follow up with persons served.
- Acts as a liaison with external agencies, communicating verbally and in writing as needed.
- Recruit and hire staff within budget, salary, and agency policy limitations
- Review and evaluate staff at least annually using direct observation and review of work
- Ensure existing, new, or additional programs comply with all funding criteria including, but not limited to the delivery of requisite services, compliance with restrictions, and reporting requirements
- Develop the use of other community resources in the interest of the agency and consumers
- Develop and implement staff development activities, departmental staff orientation, and in-service training programs
- Represent the agency, as requested, at meetings of funding agencies, governmental authorities, seminars, workshops, etc.
- Establish and maintain relationships with referral sources, other community programs, and health related organizations
- Supervise staff meetings
- Manage and create staff schedules, including on call
- Conduct Performance Improvement activities as assigned under the supervision of the Chairperson of the Performance Improvement Committee
- Monitor and assure accuracy, timeliness on call response, consistency of data, bio-psychosocial, referrals and follow ups.
- Train new employees on procedures and protocols for documentation
- Participate in supervision with Program Director and Director of Clinical Operations.
- Determine eligibility of consumers for Medicaid or other third-party payment
- Responsible for ensuring records of persons served are in compliance with agency, state, Joint Commission, Medicaid and/or other rules and standards, guidelines and regulations.
- Monitors and assures accuracy, timeliness and consistency of data, services, and treatment plans
- Attend and participate in training activities, staff meetings, case conferences and supervisory sessions.
- Ensures timeliness of reviews of persons served and submits necessary documentation to appropriate party.
- Understands HIPAA, Professional Ethics, Consumer Rights and Confidentiality
- Participate in performance improvement activities
- Completes all orientation and mandated training activities, including E-Learning Courses, within required timeframes, and in accordance with the criteria established for this position. Monitor staff on their completion of all e-learnings.

QualificationsEssential
Qualifications:
Certifications/Licensures:
- Licensure as a LCSW, LMHC, or LMFT in good standing by an agency approved and recognized by the state of Florida is preferred at time of hire. Preference will be given to those candidates who are currently licensed
Education:
- Graduation from an accredited masters program with a degree in Psychology, Social Work, or related field is preferred.
- Minimum Bachelor’s degree and supplemental years of experience is required
Experience and Competencies:
- Two years of experience with target population is required
- Bilingual is preferred.
- CPR Certification, First Aid Certification, and an annual Tuberculosis test.
- Ability utilize Microsoft Office Software Suite
- Ability to provide an Affidavit of Good Moral Character
- Clearance in Pre-Employment Drug Testing and Criminal Records Checks, as required.
- Must have reliable means of transportation
- Must have familiarity with Dade County.
- Maintains confidential files and records.

- The ability to evaluate the impact of substance use and mental health problems on the consumer’s functioning in major life areas

- Knowledge in the understanding of Motivational Interviewing; Motivational Enhancement Therapy; Comprehensive, Continuous Integrated System of Care (CCISC); and Trauma-Informed Care
- The ability to identify crises when they surface; mitigate or resolve the immediate problem; and de-escalate the situation, including the ability to develop Safety Plans, as needed

Essential Physical and Mental Demands of the Job

Physical Demands:
Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.
- Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
- Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
- Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.
