Essential Functions of Position
GENERAL PURPOSE
Under general direction of the Dean, Instruction, plans, organizes, directs, coordinates and evaluates the operations and activities of intercollegiate athletic programs at a college; manages team coaches and athletic department employees; ensures compliance with sports-specific rules/regulations/policies of the California Community College Athletic Association ( CCCAA) and National Collegiate Athletics Association ( NCAA); promotes the integration of athletics into the college’s broader educational mission; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
A college’s Director, Athletics is distinguished from other directors by its responsibility for direction and oversight of multiple intercollegiate athletic teams and contribution to student athletes’ academic success.
ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
1. Plans, organizes, directs, controls, integrates and evaluates the work of a college athletic department; with employees, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department and grant budgets; researches, identifies and assists with the solicitation of grants, donations and other sources of funding; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual program goals, objectives and athletic standards;.
2. Participates in the selection of full-time and part-time faculty in coordination with the department, selection advisory committees, and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty in their continuing professional development; works to promote and maintain a collegial environment; serves as a mediator in the adjudication of faculty, staff, student and community conflict-resolution and grievance processes.
3. Directs and manages the performance of assigned employees; directs and oversees the selection of employees; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.
4. Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment that supports achievement of the department’s and college’s mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
5. Participates in the development and implementation of District/college strategic plans, goals and objectives; leads and directs department employees in the development and application of new methodologies, technologies and process improvements to achieve higher efficiency and productivity.
6. Plans, organizes and administers programs of athletic competition for students; oversees and coordinates all activities related to athletic event scheduling and game management, including preparation of playing fields/facilities, athletic equipment, game officials, support personnel, contractors, transportation and post-game cleanup; serves as administrator-in-charge at home events; reports on the status for each team and contest results.
7. Ensures intercollegiate athletic program is administered in compliance with Board policies, the California Education Code, and sports-specific rules/regulations of the CCCAA, NCAA, and any other local/regional policies; interprets and ensures compliance with Title IX objectives and the Equity in Athletics Disclosure Act ( EADA); with the College President, enforces the CCCAA Constitution and Bylaws.
8. Plans and implements policies/initiatives that contribute to student-athlete eligibility; assists athletes with rules interpretations, appeals and reinstatement of eligibility; oversees completion of student-athlete eligibility documentation and required reports; coordinates with Student Services departments to ensure student-athletes’ needs are met in admissions and records, financial aid, student activities, counseling and other support services; develops materials for distribution to incoming students; works with coaches and other employees to ensure student-athletes complete appropriate matriculation steps; coordinates with college faculty, counselors, coaches and support programs to assess and monitor student athlete academic progress and completion of education goals; in conjunction with Institutional Research, assesses student-athlete achievement and success.
9. Ensures the successful completion of the Athletic Department’s Program Review, the assessment of student learning outcomes, annual reports, action plans, and other college required reports to improve student learning.
10. Prepares athletic schedules for each sports season in accordance with applicable guidelines; interprets and disseminates information pertaining to NCAA and NAIA student-athlete transfer requirements; ensures employees associated with the athletic department receive required annual training on CCCAA eligibility, decorum, recruiting and game management; develops and updates coaches and student-athlete handbooks.
11. Works closely with coaches in student athlete recruiting and fundraising activities.
12. Maintains knowledge of current developments and innovations in college athletic programs; recommends changes to maintain program relevance and meet college goals.
13. May make presentations to diverse audiences, including the Board of Trustees and other board-level groups.
14. Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
15. Interprets, applies and ensures compliance with all federal and state laws, applicable program policies, procedures, guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains and audits spreadsheets, databases and reports; utilizes third-party portals and databases to research and track student information.
16. Serves on or leads committees, workgroups and task forces; represents the District/college at local, regional, state and national conferences and meetings, including CCCAA and applicable athletic organizations; participates in advocacy efforts for program funding and participant resources and oversees the development of grant applications and administration of grants.
OTHER DUTIES
1. Investigates complaints or allegations directed at the athletic programs.
2. In collaboration with the College President, Public Information Office, and College Relations, participates in developing and implementing an effective outreach, marketing and public relations/information plan for athletes.
3. Participates in participatory governance processes and initiatives.
4. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District
5. May serve as Title IX Coordinator, Investigator, or other member of a Title IX Team.
6. Performs related duties as assigned.
Minimum Qualifications
Education and Experience
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.
A master’s degree from an accredited college or university in a relevant field of study, and at least three years of progressively responsible experience in overseeing an athletic department function; or a valid Community College Supervisory Credential; or an equivalent combination of training and experience.
Licenses, Certificates and Other Requirements
A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.
Desirable Qualifications
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.

1. Principles, practices, methods and techniques of program, administrative and organizational analysis, planning and management applicable to the management and execution of a community college athletics program.
2. CCCAA and NCAA regulations, requirements and reporting systems.

4. Principles, practices and techniques of athletic facility preparation and maintenance.
5. Physical fitness, conditioning and rehabilitation programs used in the prevention and treatment of athletic injuries and conditions.
6. College organization, functions, rules, policies and procedures applicable to the college’s athletics program.
7. Athletic contest rules, scorekeeping and statistical guidelines for a variety of sports.
8. Additional federal, state and local laws, policies, rules and regulations, including the Family Educational Rights and Privacy Act, California Education Code and Administrative Code provisions related to intercollegiate athletics, CCCAA and NCAA
9. Principles, practices and methods of grant and categorical budget development/management and grant tracking, monitoring and reporting.
10. Principles and practices of instructional program development and administration including methods of instruction and the application and use of educational technologies.
11. Community college curriculum, organization, operations, policies and objectives.
12. District/college student recordkeeping practices, procedures and systems for processing and maintaining student information.
13. Principles and practices of sound business communication including proper English usage, grammar, spelling and punctuation.
14. Principles and practices of public administration, including budgeting, purchasing and maintaining public records.
15. Research methods and analysis techniques.
16. Principles and practices of effective management and supervision.

14. Work collaboratively with other directors/managers and the community and provide expert advice, counsel and problem solving.
15. Organize, set priorities and exercise expert, independent judgment within areas of responsibility.
16. Develop and implement appropriate procedures and controls.
17. Understand, interpret, explain and apply applicable laws, codes and ordinances.
18. Represent the District/college effectively in dealings with students, employees, other colleges and athletic conferences.
19. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.
20. Operate a computer and use standard business software.
21. Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.

Conditions of Employment
219 duty days and 24 vacation days for a total of 243 days. Prorated based on start date.
Salary and Benefits
$136,607 – $153,752 based on education and experience. Duty days will be prorated based upon start of assignment. A doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).
Selection Procedure
Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.
From the applicants who meet the minimum qualifications and who have submitted all the required documents, a search advisory committee will screen the application packets and determine the candidates who are best qualified based on the minimum qualifications and desirable qualifications. Those candidates will be invited to interview.

The selection committee will rate responses to the interview questions and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President and College President for final interviews.
A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
