Assists in developing, implementing, and evaluating procedures, policies, and objectives for the Webb County Jail Intel Analysis Unit. Prepares, analyzes, and disseminates information relevant to actual and anticipated criminal activity. Prepares recommendations regarding jail management deployment and other department programs; conducts special research and analytical studies of inmates, incidents, and crime patterns; develops data collection and recording systems; maintains manual and automated systems for storage and retrieval of crime information, including logging crime reports, determining what information to store, and making data entries; prepares crime data reports and studies; applies knowledge of the criminal justice system and standard jail procedures to determine methodologies for collecting data from a variety of sources for analytical use. Also performs moderately complex work involving the care and custody of offenders.

Examples of duties

• Assumes a high level of responsibility for the care and custody of assigned offenders by demonstrating knowledge of and adherence to the laws, rules, regulations, and standard operating procedures of the Webb County Sheriff's Office.
• Searches for contraband and provides security; counts, feeds, and supervises offenders in housing, work, and other areas accessed by stairs; and maintains security of assigned areas involving prolonged periods of sitting and standing, climbing stairs and ladders to reach assigned areas, and working at elevated heights.
• Provides custody and security of offenders, including observing offenders' actions, squatting and bending to conduct "pat" and "strip" searches, restraining and securing Offenders who may be assaultive, and transferring and transporting offenders by walking or riding in various vehicles such as vans, buses, and other forms of transportation.
• Supervises offenders and provides security while performing technical skills such as maintenance, laundry, food service, and in varied operations which involve climbing stairs and ladders, and climbing around the inside or outside of buildings; works outdoors and indoors without air conditioning; works around equipment and machinery; and is subject to all types of weather.
• Responds to emergencies, including climbing stairs and ladders while searching for escaped offenders, responding to calls for assistance, giving first aid at emergency scenes, carrying an injured or unconscious offender or employee various distances to safety up or down stairs and ladders; and using force and deadly force, including the use of chemical agents and firearms, to control offenders.
• Reads, reviews, and properly applies information contained in offender records related to the offenders' gang affiliation, health and safety, and the security of the facility; complies with policies, procedures, rules, and regulations; and prepares and maintains records, forms, and reports.
• Ability to walk, stand, sit, kneel, push, stoop, crawl, twist, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 45 pounds or more, perceive depth, operate a motor vehicle, operate motor equipment, use firearms, perform tactile discernment and restrain assaultive persons.
• Operate equipment (machines, tools, devices) used to perform the essential functions, including computer and related equipment, typewriter, calculator, copier, fax machine, telephone, radio, firearms, handcuffs, waist and leg restraints, turn cranks on manual doors, tear gas canisters and weapons, VCR cameras, various locking systems, and automobiles.
• Must have average computer knowledge and skills, including preparing and presenting PowerPoint presentations.

Knowledge, Skills, and Abilities

• Knowledge of Webb County Sheriff's Office organizational structure, policies, procedures, rules, and regulations. preferred.
• Knowledge of the rules and requirements of the Texas Commission on Jail Standards.
• Knowledge of standard office equipment, including personal computers and software programs.
• Skills to interpret and apply rules, regulations, policies, and procedures.
• Skills in custodial methods, techniques, practices, and procedures.
• Skill in the supervision of offenders.
• Skill to communicate ideas and instructions clearly and concisely.
• Skill in preparing and maintaining accurate records, files, and reports.

Qualifications

• Must have a high school diploma or GED from an accredited institution.

Other Requirements/Information

• Must possess a valid and current Texas driver's license.
• The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
• This position is covered by Civil Service; therefore, it is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.
