Torch Technologies is seeking an Integrated Fires Test Campaign (IFTC) Planner / GDS Test Integrator to join a team supporting complex Test & Evaluation (T&E), system-of-systems integration, and joint service coordination efforts. This position is responsible for developing and refining Integrated Fires Test Campaign plans, synchronizing test objectives with the Integrated Fires Roadmap, and ensuring Guam Defense System (GDS) test objectives are incorporated into joint test events. This position supports the Guam Defense System Joint Program Office (GDS JPO) and Integrated Fires Test Directorate (IFD).

As an Integrated Fires Test Campaign (IFTC) Planner / GDS Test Integrator, your duties will include the following, but are not limited to:

  • Develop and refine the foundational scope, concepts, and long-term planning efforts for future Integrated Fires Test Campaigns (IFTCs) in coordination with IF Test Directorate personnel, IF Systems Engineering, and Defensive Fires (DF) and Offensive Fires (OF) subject matter experts.

  • Represent IF Test in Integrated Fires Roadmap synchronization and planning meetings, providing Test & Evaluation insight and ensuring future test objectives are properly scoped.

  • Coordinate with Test & Evaluation experts to assess resource availability, identify gaps and deficiencies, and align future IFTC objectives with annual Integrated Fires priorities.

  • Work with Systems Engineering and System Integration teams to determine required test methods, including Modeling & Simulation (M&S), Hardware-in-the-Loop (HWIL), live fire testing, large-scale exercises, and other integrated test venues.

  • Identify opportunities to combine developmental, contractor, and government test events to maximize efficiency and optimize test resources.

  • Serve as a GDS Test Integrator, coordinating integrated testing activities for the GDS Battle Manager and GDS System-of-Systems.

  • Collaborate with joint stakeholders, including ATEC, Navy/MDA, Air Force, and DOT&E, to ensure alignment of GDS test objectives with joint test activities.

  • Provide subject matter expertise in Test & Evaluation, system-of-systems architectures, command and control systems, Joint Track Management Capability (JTMC) integration, and Link-16 interface planning and execution.

  • Identify opportunities for GDS objectives to be incorporated into annual Integrated Fires Test Campaign events and future planning cycles.

  • Develop and present technical briefings, analysis, reports, and recommended courses of action to government customers and senior leaders.

  • Monitor cost, performance, and schedule indicators for planned test activities and provide recommendations to Project Managers.

  • Review and evaluate contractor proposals supporting test-related program requirements.

  • Support Test & Evaluation planning for Research and Development (R&D), pre-Milestone B systems, and emerging Integrated Fires capabilities.

  • Participate in technical interchange meetings, Integrated Product Teams (IPTs), and joint planning forums supporting the Fires enterprise.

Required Qualifications:

  • U.S. Citizenship.

  • Bachelor’s degree in Business, Management, Engineering, or a related field AND 10+ years of related experience in Test & Evaluation, systems engineering, integrated fires, or air and missile defense programs. OR

  • Master’s degree in Business, Management, Engineering, or a related field AND 8+ years of related experience in Test & Evaluation, systems engineering, integrated fires, or air and missile defense programs.

  • Active Secret clearance.

  • Experience and background with integrated system of systems with Link-16 and JTMC bridge.

  • Prior experience/exposure to GDS or knowledge of it specifically in relation to Link-16/JTMC would be a plus (but not a deal breaker).

  • From a test perspective, I’d say T&E expertise is not a requirement; however, general awareness of the T&E process would be favorable, especially with the annual Integrated Fires Test Campaigns.

  • The position does require the ability to understand the technical side of the systems and how system engineering objectives translate to testing.

  • Demonstrated knowledge and application of Test & Evaluation principles for system development, system-of-systems integration, and requirements analysis.

  • Strong analytical, communication, and organizational skills with the ability to present complex technical information to senior government stakeholders.

  • Ability to manage multiple priorities and work effectively in a fast-paced environment.

Preferred Qualifications:

  • Master’s degree in Engineering, Business, Management, or a related technical field.

  • Experience with Integrated Fires, Air and Missile Defense, or Command and Control systems.

  • Experience with system-of-systems architectures and integration efforts.

  • Experience supporting joint service test activities and Department of Defense Test & Evaluation organizations.

  • Experience with Modeling & Simulation (M&S), Hardware-in-the-Loop (HWIL), live fire testing, or large-scale exercises.

Schedule: M-F; 8-5
