Black & Veatch is seeking an experienced Project Management Consultant (PMC) Project or Construction Manager to serve as an Owner’s‑ Representative Program Manager for complex energy and mission‑ critical infrastructure programs. This role supports PMC delivery models combining on‑ site execution leadership with home‑ office project management and controls support.
The PMC Program Manager acts as the client’s primary point of coordination and oversight across engineering, procurement, construction, commissioning, and turnover. This role does not self‑ perform EPC, construction, or detailed engineering, but is accountable for integration, controls, and execution assurance on behalf of the Owner.

Bachelor’s degree in Engineering, Construction Management, or related discipline
OR
Equivalent field experience (minimum 15+ years) in construction, commissioning, or execution of complex energy, power, or mission‑ critical infrastructure projects in lieu of a bachelor’s degree
Minimum 12 years of progressive experience managing complex infrastructure or energy projects
Demonstrated experience in Owner’s‑ Representative, Project Management Consulting (PMC), Owner’s Engineer, or similar client‑ side execution roles
Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
