Job Description

The Intake and Eligibility Analyst implements strategies to achieve organizational and AbilityOne program goals through independent eligibility analysis, recruitment execution, workforce coordination, compliance oversight, and the development and maintenance of partnerships with community-based organizations.

RESPONSIBILITY LEVEL:

Implements strategies to achieve organizational and AbilityOne program goals through independent eligibility analysis, recruitment execution, workforce coordination, compliance oversight, and the development and maintenance of partnerships with community-based organizations. Implements and sustains established policies, procedures, systems, and documentation standards that directly impact regulatory compliance, contractual staffing requirements, and program outcomes. Typically works on projects and initiatives spanning 3–12 months and contributes to continuous process improvement within assigned functional areas.

PRINCIPAL DUTIES:

  1. Implements recruitment strategies utilizing traditional and non-traditional sourcing methods to develop diverse and sustainable workforce pipelines. Conducts structured interviews, evaluates candidate competencies and work readiness, and determines program placement appropriateness.
  2. Manages full-cycle pre-employment processes including background screening, drug testing, eligibility documentation, offer administration, general hiring employee screening and transfers to the AbilityOne program if eligible. Monitors applicant progression from inquiry through onboarding to ensure regulatory and operational alignment.
  3. Facilitates enrollment and orientation processes; coordinates AbilityOne training integration with internal departments and monitors participant progress through intake and initial placement stages.
  4. Maintains regulatory documentation and case records in accordance with federal AbilityOne standards. Ensures audit-ready recordkeeping practices. Enters required eligibility disability determination information into Source-America’s system in accordance with federal reporting requirements to support tracking, review, verification, and audit compliance.
  5. Assesses workplace accommodation needs under ADA guidelines. Collaborates with Human resources to implement accommodations, determine rehire eligibility, address employment status changes, and ensure compliance.
  6. Conducts vocational and job-readiness assessments; monitors attendance during initial training, and performance indicators; documents case activity; and coordinates referrals to external support agencies as appropriate.
  7. Utilizes tracking systems to monitor recruitment activity, applicant flow, and program metrics; analyzes trends and adjusts outreach or intake processes to address sourcing challenges and workforce needs.
  8. Technical Skill: Applies advanced knowledge of AbilityOne eligibility standards, vocational rehabilitation principles, ADA considerations, and employment practices to independently evaluate applicant appropriateness and determine program eligibility. Maintains advanced knowledge of evolving federal AbilityOne eligibility regulations and policies to ensure ongoing regulatory compliance and program integrity. Reviews and analyzes medical documentation, secures supporting records from providers, prepares compliance documentation, and ensures participant files meet Goodwill policy, SourceAmerica standards, and federal requirements.
  9. Maintain safe and orderly work environment.
  10. Project and Change Management: Effectively plans and manages own work to reliably complete routine job responsibilities and special assignments. May serve as a team member or subject matter expert on formal projects or within the department. Effectively engages in change affecting her/him, communicating appropriately with supervisor. Follows through on learning, skill building, and practice necessary to adapt to change.
  11. Problem Solving: Light supervision; works independently. Periodic review of work by manager or senior coworker. Solves problems of moderate to advanced complexity; able to identify root cause, interpret data and resolve issues.
  12. Community Engagement: Champions Goodwill’s community engagement initiatives and serves as an ambassador for Goodwill in the wider community.
  13. Responsible for completing other duties/responsibilities as assigned.

REQUIREMENTS

  1. Associate’s degree or equivalent experience; bachelor’s degree preferred.
  2. Minimum five years related professional experience in vocational rehabilitation, workforce development, compliance, recruiting, or related field.
  3. Background in vocational rehabilitation, social work, counseling, psychology, special education, or related discipline preferred.
  4. Knowledge of disabilities, vocational rehabilitation principles, ADA accommodation practices, and employment processes.
  5. Working knowledge of federal and state employment regulations preferred.
  6. A REAL ID-compliant driver’s license or identification card is required for access to the naval base and for employment. Candidates must provide proof of this identification.

PHYSICAL/SENSORY DEMANDS:

Vision required to assess individuals with disabilities for program participation, repetitive use of hands for computer work, travel required.

When determining placement within the salary range for this position Goodwill Greater Milwaukee & Chicago considers education, experience, internal equity, market demands and other qualifying criteria. It is not typical for individuals to be hired at or near the top of the rage for their role and compensation decisions are dependent on facts and circumstances of each case.

Certain roles are eligible to participate in an incentive plan. Participation in this plan does not guarantee an incentive payment and is subject to the terms and conditions of the plan, which are subject to change.
