In this role, you'll:


Work as part of a team delivering cluster-wide insurance governance, risk mitigation, and strategic insurance management. You will lead the development and oversight of Transport’s insurance framework, shaping strategic insurance solutions that drive consistency, compliance, and improved risk outcomes across a complex, multi-agency environment.

You will be responsible for evaluating and strengthening insurance coverage across the Transport cluster, identifying and closing coverage gaps, and managing outsourced insurance services. The role requires providing expert advice on complex and emerging insurance matters, developing cluster-wide policies, and interpreting sophisticated legal and insurance documentation.

A key focus will be ensuring all third-party exposures are contractually compliant, while proactively addressing complex insurance issues and influencing optimal outcomes through effective negotiation and commercial acumen.

About you


You are a highly experienced insurance professional with 10+ years’ experience managing complex organisational insurance programs, ideally within large-scale, multi-entity or government environments.

You bring:

· Strong negotiation skills, with a demonstrated ability to deliver commercially sound outcomes in complex insurance arrangements

· Proven stakeholder management expertise, engaging and influencing senior leaders, insurers, brokers, and service providers

· Deep experience navigating complex insurance issues, including coverage design, claims, contractual risk transfer, and emerging risks

· A strategic mindset combined with strong analytical capability, enabling you to assess risk holistically and drive effective insurance solutions

You are recognised as a trusted advisor, able to translate complex insurance and legal concepts into clear, actionable insights. Your experience spans portfolio-level insurance management, policy development, and oversight of external providers, positioning you to strengthen the Transport insurance framework and enhance risk mitigation outcomes.
