Job Description
Purpose / Role
- To execute Instrument pre - commissioning / commissioning work scope in a safe manner and in accordance with contract specifications / requirements and schedule
- To provide support to Lead Commissioning Technician / Lead/Senior Commissioning Engineer / Commissioining Engineer for related discipline activities.
- Review applicable discipline commissioning technical documentation / procedures
- Plan and prepare for execution of future work fronts
- Provide competent supervision in the commissioning / function testing of Instrument equipment, and systems
- Fill up and accomplish relevant documentation requirement (ITR, LTP, SLT, CTP) whichever applicable.
- Monitor / report progress as required
Key aims and objectives
- To play an active role in ensuring that all Project SHEQ goals are achieved and where possible exceeded.
- To ensure the work is carried out in accordance with project specified requirements / Commissioining Test Procedure
- To perform Instrument Commissioning Technicians job in the testing of project Mechanical and Piping systems, in accordance with project technical procedures and plans
- To ensure applicable SHEQ processes / practices are implemented / followed and where applicable permits in place and associated toolbox talks etc. are completed prior to commencement of work activities
Prime responsibilities and duties
- Monitor and supervise the test / function testing of Instrument system in accordance with applicable pre -commissioning and commissioning and relevant vendor test procedures
- Coordinate with other commissioning team and interface with other disciplines
- "Red line" project drawings and procedures with any changes made during testing
- Review construction documentation prior to executing commissioning activities
- Complete the project Completion System for pre-commissioning and function testing in accordance with handover documentation
- Ensure all activities are carried out in a safe manner using Wood procedures (Task Risk Assessment / TBT / TRIC, etc.) and understand the PTW implementation procedure.
- Site inspection and reporting on the findings as/and when required.
- Ensure all activities are implemented in a safe manner using the PTW system
- Report progress via written report as requested by Lead Commissioning Technician or Engineer
- Knowledge and understand the Completions and Commissioning Management System such as GO-CCMS, WINPC, etc.
- Participate in the completions process i.e. preparation of test report, ensuring all inspection test results of equipment i.e. ITR A / ITR B, punchlist, carry out site inspection, participate in tri-party walkdown
- Good understanding in discipline test pack development and have understanding of PEFS, ISO and engineering drawing interpretation
- Good understanding of module hook-ups,electrical and instrumentation
- Effective communication and reporting skills
- Demonstrate knowledge of requirements for equipment in hazardous areas
Allied occasional duties
- Liaise with support vendors as required
- Deputize for Senior Commissioning Technicians if required

Preference will be given to Bruneian citizens or Brunei permanent residents
Qualifications:
- Technical qualification with applicable Electrical and / or Instrumentation background – HNC / ONC in Instrument or related Engineering (preferred) / BTEC / C&G etc.
- Recognized Apprenticeship or equivalent
Bruneian Staff Development
- Proper coaching and guidance for the development of Bruneian staff
Essential:
- 5 years demonstrable experience in an Instrument Commissioning Technician role, with a proven background of delivery
- Thorough understanding of the principles of E&I equipment / system commissioning
- Ability to demonstrate good understanding of risks associated with working in Hazardous Areas
- Experienced in commissioning and team working.
- Good knowledge of O&G related SHEQ safe working practices and procedures
- Knowledge of the completions process and the ability to understand / complete related check - sheets
Desirable:
- Offshore experience in a similar role
- Job Card Management System ( JMS ) experience

- Ability to demonstrate understanding of HSE safe working practices and procedures (including isolation procedures) and able to implement these during completion of work scope

- Ability to complete applicable commissioning documentation (including test records, daily logs, fault reports and permit to work system) accurately and to a good standard
- Ability to understand / implement applicable working practices / procedures
- IT Literate in major software packages (e.g. Word / Excel)
Competencies – technical
- Conversant with the completions / commissioning process
- Ability to understand / project procedures and drawings, in particular extensive understanding of P&ID’s / GA’s.
- Thorough understanding of the principles of electrical and instrument systems including installation, testing, commissioning, fault finding and general O&M of electrical equipment and components
- Ability to identify PTW requirements and complete associated method statements / risk assessments for the safe execution of work scope
