Hiring for Institutional Strengthening Specialist (International Expert)

Experience: Minimum 15 years of relevant experience in institutional development and strengthening of large Government, Public Sector, or Private organizations at the national or international level.

We are seeking an experienced Institutional Strengthening Specialist (International Expert) to provide strategic leadership in organizational development, institutional capacity building, human resource development, and knowledge management initiatives. The ideal candidate will possess extensive expertise in institutional assessment, training and capacity development, organizational strengthening, stakeholder coordination, and implementation of international best practices to enhance institutional effectiveness.

Key Responsibilities

  • Lead institutional assessment and organizational strengthening initiatives for large Government, Public Sector, or Private organizations.
  • Conduct Training Needs Assessments (TNA) and develop comprehensive capacity-building strategies aligned with organizational objectives.
  • Design, develop, and implement customized training programs for technical, managerial, and administrative personnel.
  • Prepare annual training calendars and monitor the implementation of capacity development initiatives.
  • Plan, coordinate, and facilitate national and international conferences, workshops, seminars, and knowledge-sharing events.
  • Develop and implement public outreach and awareness programs for major government schemes and institutional initiatives.
  • Review and appraise proposals related to institutional development, capacity building, and organizational improvement.
  • Coordinate with national and international agencies, academic institutions, development partners, and other stakeholders for implementation of training and institutional strengthening programs.
  • Provide technical support for ISO certification, quality management systems, and organizational process improvement initiatives.
  • Develop institutional policies, operational guidelines, frameworks, and standard operating procedures to strengthen governance and organizational performance.
  • Prepare technical reports, progress reviews, recommendations, and documentation related to institutional strengthening activities.
  • Support knowledge management initiatives and promote adoption of international best practices in institutional development.

Educational Qualification

  • Master's Degree in Human Resource Management, Organizational Development, Public Administration, Management, or another relevant discipline from a recognized university.

Required Experience & Skills

  • Minimum 15 years of professional experience in institutional development, organizational strengthening, or human resource development.
  • Proven experience in conducting Training Needs Assessments (TNA) and designing customized capacity-building programs.
  • Demonstrated experience in planning and organizing national and international conferences, workshops, seminars, and training programs.
  • Strong knowledge of organizational development frameworks, change management, institutional governance, and capacity-building methodologies.
  • Experience in preparing annual training calendars, learning strategies, and competency development frameworks.
  • Experience in reviewing and appraising institutional development and training proposals.
  • Demonstrated experience in coordinating with national and international organizations, development partners, and government agencies.
  • Experience in supporting ISO certification and implementation of quality management systems is desirable.
  • Excellent analytical, report writing, stakeholder management, and communication skills.

Preferred Criteria

  • Experience working on internationally funded institutional strengthening or capacity-building projects.
  • Experience supporting organizational transformation and governance reforms in large public sector organizations.
  • Familiarity with international best practices in institutional development, human resource management, and organizational excellence.
  • Professional certifications in Organizational Development, Human Resource Management, Quality Management Systems (ISO), or Change Management will be an added advantage
