The Illinois Prisoner Review Board is seeking to hire a motivated, self-starting Institutional Liaison for the Operation Unit. The Institutional Liaison reviews, prepares, and oversees monthly dockets for designated facilities. The position will provide support to Board members and staff, compile statistics, and oversees individual staff. The ideal candidate will be able to work well with the public, staff, and Senior Management. We invite those interested in public safety to apply.

Essential Functions

• Under direction reviews and prepares dockets of assigned correctional facilities for preparation of scheduled board hearings.
• Upon request of the Chairman, Board Members, Executive Director or Executive Staff, researches and disseminates information relative to court proceedings and decisions in criminal or civil charges pending or involving an individual in custody.
• Gathers statistical information from board orders, parole orders, juvenile orders, amended orders and parole agent requests each day and/or week and prepares minute sheet entries to be retained and a copy sent to the Department of Corrections.
• Responds to telephone and written inquiries from Illinois Department of Corrections, victims of crimes, State’s Attorneys, Circuit Clerks and others with regards to cases, statutes, Rights of Crime Victims and Witnesses Act and other matters of concern to the agency and its operation.
• Serves as working supervisor.
• Travels to participate in meetings with the records supervisor concerning policies and procedures, assignment scheduling, appointments, supplies and equipment needs and related operational matters.
• Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of two (2) years of study at a secretarial/business college and one (1) year of office experience; or completion of high school and three years of Office Assistant experience; or three (3) years independent business experience.
• Requires the ability to keyboard accurately at 30 wpm.

Preferred Qualifications

• Prefers working knowledge of the agency’s program operations and polices.
• Prefers working knowledge of the office procedures and programs.
• Prefers working knowledge of elementary mathematics and grammar.
• Prefers the ability to operate manual and automated office equipment.
• Prefers the ability to direct and supervise the work of nonprofessional office staff.

Conditions of Employment

• Requires ability to successfully pass Department of Corrections, Illinois State Police, and County jail background checks as necessary to enter required correctional facilities throughout Illinois.
• Requires the ability to drive and travel statewide to Illinois Department of Corrections facilities which could include overnight stays.
• Requires possession of a current valid appropriate driver’s license.
• Requires the ability to become Law Enforcement Agencies Data System (LEADS) certified within 90 days of employment with the agency and maintain recertification requirements.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
• Requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency

The Illinois Prisoner Review Board's mission is to function under statutory authority as a quasi-judicial body with a primary focus on public safety. It further acts as a checks and balances on other state and local institutions. The Board imposes release conditions for incarcerated individuals who are exiting penal facilities, revokes and restores good conduct credits from inmates and conducts hearings to determine whether parolees have violated conditions of parole. The Board also notifies victims and their families when an inmate is about to be released from custody. Finally, the Board makes confidential recommendations to the Governor relative to clemency petitions.
