LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Consultant will provide cross-cutting technical assistance to strengthen institutional
capacity, program management, and implementation systems within provincial Government-to-
Government (G2G) health platforms in Mozambique, with direct relevance to priority infectious
disease programs, including Tuberculosis (TB), HIV, and Global Health Security (GHS),
while also supporting broader provincial health priorities. The Consultant will provide support in
carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with
the new Presidential Executive Order (EO) directives.

The Consultant will conduct a comprehensive institutional capacity assessment, review the best
global practices, identify operational and technical gaps within the four provincial G2G
platforms (Sofala, Manica, Tete, and Niassa), and design practical capacity strengthening
interventions that improve planning, implementation, monitoring, and sustainability of provincial
health programs.

Working closely with DOS, provincial health authorities, and relevant national stakeholders, the
Consultant will strengthen institutional performance with emphasis on improving provincial
systems that directly affect disease program delivery, including:

• surveillance and outbreak preparedness
• laboratory systems and specimen referral coordination
• program planning and implementation oversight
• data quality and use for decision-making
• accountability mechanisms
• service delivery coordination across technical programs

Particular attention will be given to strengthening provincial capacity to support:

• TB case detection, referral systems, treatment monitoring, and laboratory coordination
• HIV service continuity, indicator monitoring, and data-driven program improvement
• Global Health Security readiness, including surveillance, outbreak preparedness, and
  response coordination
• Integration of laboratory, surveillance, and service delivery information into provincial
  planning processes

The consultancy is expected to be implemented over a six-month period. During the first three
months, activities will cover two provinces. Subject to satisfactory performance and availability
of funding, activities during the remaining three months will extend to the remaining two
provinces. Provincial sequencing will be determined in consultation with DOS and relevant
stakeholders.

Responsibilities

1. Capacity Gap Identification
The Consultant will conduct a systematic institutional assessment to identify strengths and
weaknesses in:

• Human resources management
• Financial management
• Data collection, analysis, and use
• Program planning, implementation, monitoring, and reporting
• Acquisition and logistics systems
• Coordination between provincial, district, and local levels

The assessment should specifically identify institutional bottlenecks affecting provincial performance in disease control and surveillance, including:

• Delays in reporting and data flow for TB, HIV, and priority outbreaks
• Weaknesses in laboratory referral and specimen transport systems
• Gaps in provincial coordination for outbreak preparedness and response
• Institutional barriers affecting implementation of technical guidance and national
  protocols
• Challenges in translating technical priorities into provincial operational plans
  The analysis should consider technical areas supported under TB, HIV, and Global Health
  Security, while also accounting for broader provincial health priorities such as malaria, maternal
  and child health, surveillance, laboratory systems, and service delivery coordination.

2. Tailored Capacity Building

The Consultant will design targeted training packages and technical assistance interventions
based on identified gaps, including:

• Workshops on strategic planning, monitoring and evaluation (M&E), resource
  prioritization, and effective communication
• Development of practical tools and resources to address specific capacity needs
• On-the-job delivery of tailored training modules to DPS/SPS staff supporting G2G
  implementation
• Mentorship to improve institutional decision-making and routine performance review

Training and mentorship should also strengthen provincial capacity to:

• Interpret disease surveillance and laboratory data for operational decisions
• Improve routine monitoring of TB and HIV indicators
• Strengthen outbreak preparedness planning and response coordination
• Improve management of integrated provincial technical reviews involving multiple health
  programs
• Training content should support cross-cutting management functions while responding to
  technical implementation needs relevant to funded and priority provincial health areas.

3. Enhanced Program Management
The Consultant will strengthen systems and tools used by provincial health authorities to
improve program planning, implementation, and oversight. This work should support alignment with:

• National health priorities
• Donor requirements
• U.S. Government technical investment priorities

The Consultant will support:

• Improved work planning
• Routine implementation tracking
• Better use of data for management decisions
• Standardization of reporting practices

Program strengthening should also support provincial authorities to better manage:

• Routine review of disease program indicators
• Identification of underperforming districts
• Corrective action planning based on epidemiological trends
• Integration of laboratory, surveillance, and service delivery information into management
  decisions

Particular attention will be given to strengthening systems that support integrated
implementation across multiple technical health areas.

4. Sustainability Systems Strengthening
The Consultant will embed best practices and establish mechanisms for continuous institutional
improvement to foster long-term institutional resilience. This includes:

• Conducting a desk review of global best practices in health systems strengthening, with
  focus on governance, service delivery, financing, workforce development, and
  institutional sustainability
• Contextualizing best practices to Mozambique
• Collaborating with government at central and provincial levels to adapt and implement
  priority interventions
• Proposing practical solutions that can be embedded into routine provincial systems
• Establishing mechanisms for continuous institutional improvement through training,
  monitoring systems, and stakeholder engagement

Sustainability interventions should prioritize institutionalization of technical review processes
that allow provinces to routinely monitor priority disease outcomes, identify implementation
bottlenecks, and adapt provincial responses accordingly.

Deliverables

Desk Review
Finalize a desk review documenting global best practices in health systems strengthening that
lead to institutionalized capacity improvements for greater sustainability and contextualize these
best practices to the Mozambican context.

Capacity Assessment Report
Provide a comprehensive analysis of institutional strengths and weaknesses, with prioritized
recommendations for improvement that can be tracked over time. The report should include:

• Analysis of strengths and weaknesses
• Design of a training and development plan to address identified gaps, including
  timeline;
  • Options for off-the-shelf training materials and workshops tailored for provincial
    use, including sources and previous application where relevant
  • Improved planning and reporting framework to standardize program planning,
    monitoring, and reporting, integrating existing processes where appropriate
  • Mechanisms to strengthen coordination between provincial, district, and local
    health authorities

• Draft key performance indicators (KPIs) to track institutional capacity progress
  over time

Provincial Capacity Strengthening Plan: Develop practical recommendations and phased actions to address identified capacity gaps in
each target province. Deliverables may be submitted by phase, corresponding to the provinces
covered during each consultancy period.

Technical Assistance Package Develop practical tools, templates, and job aids to support institutional strengthening and routine
management improvement.

Technical Disease Program Integram Annex Develop an annex showing how provincial institutional strengthening recommendations support
measurable improvements in TB, HIV, and Global Health Security priority areas.

REPORTING

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

The Consultant will report and provide all deliverables to Dionisio Matos and Kevin Souza.
Technical coordination and review may also involve designated focal points from relevant
technical areas, depending on funding sources and priority areas addressed under the assignment.

Qualifications

Professional training with a university degree in the following fields:

• Organizational development
• Public health
• Epidemiology
• Statistics
• Information technology
• Social sciences
• Minimum of 5 years of work experience in implementing reforms and capacity
  development for public organizations
• Proven experience in assessing organizational weaknesses and opportunities that lead to
  actionable changes and organizational enhancement
• Knowledge and practical experience in health-related research and associated ethical
  requirements
• Demonstrated experience in health systems strengthening, institutional assessment, or
  support to public sector health management is preferred

Language Proficiency

• Level IV (advanced professional proficiency) in both English and Portuguese, both oral
  and written, is required

Job Knowledge & Skills

• Strong skills in data management and personnel management
• Proficiency in organizational assessment tools (e.g., OCA, FAAP) and data visualization
  platforms (e.g., Tableau, Power BI)
• Excellent communication and interpersonal skills, with the ability to present complex
  data to diverse audiences
