Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Consultant will provide cross-cutting technical assistance to strengthen institutional
capacity, program management, and implementation systems within provincial Government-to-
Government (G2G) health platforms in Mozambique, with direct relevance to priority infectious
disease programs, including Tuberculosis (TB), HIV, and Global Health Security (GHS),
while also supporting broader provincial health priorities. The Consultant will provide support in
carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with
the new Presidential Executive Order (EO) directives.
The Consultant will conduct a comprehensive institutional capacity assessment, review the best
global practices, identify operational and technical gaps within the four provincial G2G
platforms (Sofala, Manica, Tete, and Niassa), and design practical capacity strengthening
interventions that improve planning, implementation, monitoring, and sustainability of provincial
health programs.
Working closely with DOS, provincial health authorities, and relevant national stakeholders, the
Consultant will strengthen institutional performance with emphasis on improving provincial
systems that directly affect disease program delivery, including:

months, activities will cover two provinces. Subject to satisfactory performance and availability
of funding, activities during the remaining three months will extend to the remaining two

Desk Review
Finalize a desk review documenting global best practices in health systems strengthening that
lead to institutionalized capacity improvements for greater sustainability and contextualize these
best practices to the Mozambican context.
Capacity Assessment Report
Provide a comprehensive analysis of institutional strengths and weaknesses, with prioritized
recommendations for improvement that can be tracked over time. The report should include:
Provincial Capacity Strengthening Plan: Develop practical recommendations and phased actions to address identified capacity gaps in
each target province. Deliverables may be submitted by phase, corresponding to the provinces
covered during each consultancy period.
Technical Assistance Package Develop practical tools, templates, and job aids to support institutional strengthening and routine
management improvement.
Technical Disease Program Integram Annex Develop an annex showing how provincial institutional strengthening recommendations support
measurable improvements in TB, HIV, and Global Health Security priority areas.
REPORTING
The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
The Consultant will report and provide all deliverables to Dionisio Matos and Kevin Souza.
Technical coordination and review may also involve designated focal points from relevant
technical areas, depending on funding sources and priority areas addressed under the assignment.
