The role
We are seeking an experienced Institutional and Capacity Building Expert to support a major urban transport BRT project in Karachi, Pakistan. The successful candidate will be responsible for assessing existing institutional arrangements, identifying gaps, and supporting the development of a practical roadmap for institutional strengthening to support sustainable BRT operations.
Gather and review information related to the existing institutional and regulatory framework relevant to the BRT project
Conduct an institutional assessment of concerned agencies and stakeholders
Identify and document current institutional arrangements and coordination mechanisms
Prepare four international benchmark case studies from comparable BRT systems, including Jakarta, Bogotá, Ahmedabad, and Kuala Lumpur
Identify institutional gaps, challenges, and areas requiring strengthening
Plan and prepare the SMTA Vision Workshop, including agenda development, preparation of materials, and coordination of logistics
Coordinate and issue invitations for the SMTA Vision Workshop
Facilitate and conduct the SMTA Vision Workshop in coordination with the project team
Compile, analyze, and document the outcomes of the workshop
Develop a clear and practical roadmap for institutional strengthening aligned with project objectives and local context
With a track record of achievement in a related role, you will have gained your experience in a consultancy environment and have a passion for building trusted relationships to drive positive change and win new work.
Suitable applicants will have/be:
Bachelor’s degree in urban planning, Transport Planning, Engineering Management Sciences, or a related discipline. Master’s degree in a relevant field will be preferred.
Minimum 10-15 years of relevant professional experience in institutional development, capacity building, or public sector reform, preferably within transport or urban infrastructure projects.
Experience in conducting institutional assessments and developing institutional strengthening frameworks or roadmaps.
Proven ability to plan and facilitate workshops, consultations, and stakeholder engagement activities
Strong report writing and communication skills (English)
Prior experience on BRT or urban transport projects will be an advantage.
