The Inspection Manager is responsible for the full operational oversight of Housing Choice Voucher (HCV) inspection services under a large, federally funded program. This role ensures compliance with HUD inspection standards, including Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE), while managing a contractor-led inspection team and supporting program performance.

The Inspection Manager serves as the primary liaison between inspection operations and broader program functions, ensuring alignment with eligibility, leasing, recertification, and compliance activities. This position is accountable for inspection quality, timeliness, regulatory compliance, and customer service outcomes.

The role operates within the framework of a large-scale voucher program (approximately 20,000+ vouchers) requiring annual inspections, real-time data management, and performance reporting.

DUTIES AND RESPONSIBILITIES
  • Oversee all inspection activities, including annual, initial, special, and quality control inspections
  • Ensure each assisted unit is inspected at least annually in compliance with HUD requirements
  • Implement and maintain inspection protocols aligned with HQS and NSPIRE standards
  • Monitor inspection scheduling, completion rates, and reinspection timelines
  • Ensure enforcement of deficiency correction requirements and deadlines
  • Manage and oversee third-party inspection contractors and clerical support staff
  • Establish performance expectations, service level standards, and productivity benchmarks
  • Conduct regular performance reviews and enforce contractual requirements
  • Ensure contractor compliance with quality control standards and reporting expectations
  • Coordinate staffing levels to meet program demand and inspection volume
  • Develop and implement a comprehensive Quality Control (QC) program
  • Conduct or oversee supervisory and independent QC inspections
  • Identify trends, systemic issues, and compliance risks
  • Ensure adherence to HUD regulations
  • Maintain documentation and audit readiness at all times
  • Support SEMAP performance indicators related to inspections (Indicators 5, 6, 11, 12)
  • Serve as the primary liaison between inspections and program operations, including:
  • Coordinate with program staff to ensure inspection outcomes align with leasing and HAP processes
  • Support resolution of complex cases involving participants, landlords, and compliance issues
  • Participate in cross-functional meetings to ensure operational alignment
  • Ensure all inspection activity is recorded in the system of record (Emphasys Elite) in real time
  • Oversee use of inspection technology platforms, including scheduling and tracking tools
  • Support integration of supplemental tools (e.g., AI-assisted workflows, inspection tracking systems)
  • Ensure data accuracy, completeness, and reporting integrity
  • Track and report inspection metrics, including:
  • Prepare regular reports for executive leadership and the client
  • Support monthly and ad hoc reporting requirements
  • Use data to drive operational improvements and resource allocation
  • Ensure high-quality service delivery to participants and landlords
  • Support timely communication regarding inspection scheduling, results, and required actions
  • Address escalated complaints and service issues
  • Coordinate with call center and customer service functions as needed
  • Support transition planning and startup activities
  • Ensure continuity of inspection services during transition periods
  • Participate in required meetings with the County and stakeholders

SUPERVISORY RESPONSIBILITIES
  • Contracted Inspection Team (Inspectors)
  • Contracted Scheduling/Clerical Staff
  • Quality Control Inspectors (if applicable)

QUALIFICATIONS
  • Bachelor’s degree in Public Administration, Housing, Construction Management, or related field (or equivalent experience)
  • Minimum 5–7 years of experience in housing inspections, HCV program administration, or related field
  • Minimum 3 years of supervisory or management experience
  • Demonstrated experience with HQS and/or NSPIRE inspection standards
  • Experience managing contractors or third-party vendors
  • Strong knowledge of HUD regulations and HCV program requirements
  • Experience with housing software systems (Emphasys Elite preferred)

PREFERRED QUALIFICATIONS
  • Certification in HQS and/or NSPIRE inspections
  • Experience in large-scale HCV programs (10,000+ vouchers)
  • Experience supporting SEMAP compliance and performance improvement
  • Familiarity with AI-enabled or technology-supported inspection workflows
  • Experience in program transitions or large operational startups
  • Proficiency in written and spoken English is required to effectively communicate with customers, team members, and management.
  • Professional working proficiency in Spanish/Creole a plus.

  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.
  • Occasionally/required to lift/push/carry items up to 35lbs.
