Major Responsibilities:

  • Assists Supervisor, Construction Inspection in assigning and monitoring inspection staff for various projects.
  • Assists the project engineer with the coordination of work between contractors and TTC Forces.
  • Assists the project engineers in resolving design and construction problems and in dealing with claims and extras from contractors.
  • Meets with the engineer, supervisor and design team as required to discuss specifications and drawings and gives advice regarding constructability of designs.
  • Performs construction and warranty inspections.
  • Ensures compliance with contract specifications and requirements of the Occupational Health and Safety Act.
  • Coordinates construction site inspections by Inspectors, issues field instructions to Inspectors and contractors, and reviews progress reports; ensures contractors follow City policies, procedures and the Field Services Manual.
  • Monitors contingency and construction budgets; initiates site instructions, change notices and change orders.
  • Consults with Supervisor, Construction Inspection, engineers, and consultants with respect to the adherence and interpretation of tender documents.
  • Instructs, directs, trains and gives feedback to Inspector Municipal Construction (IMC), Assistant IMC, Seasonal IMC and Summer Trainee Technical.
  • Attends on site construction progress meetings. Prepares meeting minutes as required.
  • Helps to inform and resolve complaints and disputes received from the public and City Councillors and contractors.
  • Monitors test results for materials used on projects.
  • Audits and certifies work completed by contractors for payment purposes.
  • Responds to inquiries and complaints received from the public, Councillors and other parties affected by construction projects.
  • Performs Field Staff Safety Audits on construction site trailer at start of contract. Assists with the Pre-Engineering quantity estimates for in house CWP contracts.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Graduate in Civil Engineering Technology or equivalent combination of education and/or experience.
  2. Extensive experience in the inspection and surveying of municipal infrastructure including roads, sidewalks, sewers, watermains and storm water management facilities.
  3. Considerable experience with construction contract administration.
  4. Must possess and be able to maintain a valid Province of Ontario, Class "G" Driver's License, the ability to pass the test for and receive a City Equipment Operator's License and must have daily access to a fully insured and licensed vehicle for on the job use.

You must also have:

  • Extensive knowledge of the type, quality, and quality assurance methods required for surface and underground construction.
  • Extensive knowledge of the Occupational Health & Safety Act and the regulations that apply to surface and underground construction including confined space entry, traffic control, WHMIS, first aid, etc.
  • Extensive knowledge of construction methods and construction design as related to the major responsibilities of the position.
  • Ability to motivate, train, develop and direct the work of staff.
  • Highly developed interpersonal skills with the ability to communicate at all organizational levels. Well developed written and oral communication skills.
  • General knowledge of software applications such as Word and Excel.
  • Ability to work effectively with colleagues, provincial officials, consultants, solicitors and other internal and external clients.
  • Ability to cover for Inspector's after regular work hours on short notice.
