Job Description

Good analysis starts with understanding the question that needs answering. At Napier City Council, we’re looking for an experienced Insights Analyst who can work with teams to clarify what they need to know, investigate the data and turn findings into practical recommendations. From service delivery and people analytics to asset management and organisational performance, your work will help leaders understand what’s happening, where improvements are needed and how to respond.

Joining our Data & Digital team for 18 months, you’ll take work from the initial business question through to a completed reporting or improvement solution. Reporting to the Data & Insights Lead, you’ll bring together data from multiple systems, develop meaningful performance measures and build reliable datasets and Power BI reporting. Alongside this, you’ll identify opportunities to improve the systems and processes behind the information, helping teams build confidence in the data they use.

We’re looking for someone who brings proven SQL, Power BI and business analysis experience, with the judgement to ask the right questions and the confidence to take ownership of delivery. In return, you’ll have the opportunity to apply your expertise across a broad range of Council activities, delivering useful solutions during the appointment and leaving reporting and processes that teams can continue to use.

Te Āheinga - The Opportunity

In this role, you will:

  • Work with teams to clarify business needs, define requirements and identify where data can support better decisions.
  • Extract, transform and model data from multiple systems using SQL, creating reliable foundations for analysis.
  • Develop Power BI dashboards, semantic models and reports that make complex information clear and useful.
  • Analyse performance, trends and risks, translating findings into practical recommendations for leaders.
  • Scope and deliver analytical and business improvement projects, managing priorities and agreed outcomes.
  • Strengthen data quality, documentation and reporting practices, addressing underlying issues and improving processes.

Leadership Roles Only: REMOVE if not relevant

At NCC, leadership is about more than managing people. Through Te Ara Hautūtanga | The NCC Leadership Pathway, we’re building a shared approach to what great leadership looks like across our organisation.

We’re looking for People Leaders who lead with integrity and courage, build strong relationships, empower others, and provide clear direction to achieve great outcomes.

At the heart of our approach to leadership is how you show up, how you work with others, and how you lead and deliver.

He kōrero mōhou - About You

You’re comfortable working through an unclear request, asking useful questions and recommending an approach. You bring the technical depth to build the solution yourself and the communication skills to explain what it means. With an established track record, you’ll be ready to take ownership of delivery as you learn our systems and priorities.

You will bring:

  • At least five years’ experience in analytics, business intelligence, insights, business analysis or a related role, delivering practical data and reporting solutions.
  • Strong SQL skills and experience extracting, transforming and modelling data from multiple systems.
  • Hands-on Power BI capability, including DAX, semantic models and dashboard development.
  • Experience gathering requirements, scoping work and delivering analytical or business improvement projects from start to finish.
  • The ability to build trusted relationships, explain findings to different audiences and influence decisions through clear recommendations.
  • A relevant degree or equivalent experience, supported by sound data validation, documentation and governance practices.

Experience with local government, enterprise systems or cloud analytics platforms would be useful.

If you enjoy getting close to the business, solving technical problems and seeing your analysis put to use, we’d like to hear from you.

This is a 18 month fixed term opportunity, working 40 hours per week, Monday-Friday. You will be based in Napier.

The annual salary package for this role is $100,511 - $112,336 (including KiwiSaver), with the final offer depending on your skills and experience.
