1. Operations & Governance

  • Implement the CCO strategy and roadmap approved by the CCO membership.
  • Report to Steering Committee (COMEX) and members on programmatic and financial progress.
  • Ensure compliance with policies and donor requirements.
  • Manage Secretariat staff (national & international).
  • Represent INGOs interests at national and global levels.
  • Facilitate collaboration and information sharing among INGOs.
  • Oversee office operations, budgeting, and accountability.
  • Support the smooth functioning of the CCO governance structure and systems in close collaboration with the Steering Committee and wider CCO membership.
  • Maintain relationships with host agency (WV CAR) as per MoU.

2. Strategic Coordination & Representation

  • Facilitate coordination and engagement with INGOs, UN agencies, government entities, and strategic partners to ensure aligned and effective collaboration.
  • Organize and facilitate high-level meetings, coordination forums, and thematic working groups.
  • Strengthen engagement between INGOs and civil society, including national NGOs, to promote inclusive and locally driven responses.
  • Represent INGO interests in key coordination platforms, including the Humanitarian Country Team (HCT), donor groups, and advisory boards, etc.
  • Actively participate in high-level meetings, external forums, and networking events to advance strategic partnerships.
  • Engage proactively with donors, UN agencies, government authorities, and diplomatic actors to support advocacy and resource mobilization.

3. Advocacy, Policy & Communications

  • Liaise and advocate with relevant authorities and government bodies to address operational challenges faced by humanitarian actors, ensuring timely resolution of access, compliance, and coordination issues.

4. Project Management & Resource Mobilization

  • Oversee high-quality project implementation and donor reporting
  • Update CCO workplans as needed
  • Ensure compliance with policies and donor requirements
  • Manage consultants, researchers or other external support hired to advance specific pieces of work under the CCO programs and strategy.
  • Identify funding opportunities to ensure the financial sustainability and viability of the CCO.

KNOWLEDGE, SKILLS AND EXPERIENCE

Required Education, training, license, registration, and/or

Certification

  • Master’s degree in international relations, political science, development, or related field

Required Professional Experience

  • Minimum 7 years in humanitarian or conflict settings
  • Senior leadership or coordination experience (Country Director or previous Forum Coordination experience or equivalent preferred)
  • Proven experience in advocacy and multi-stakeholder coordination
  • Experience managing multicultural teams

Required Language(s)

  • Fluent in French and English (written and verbal)

Required travel and/or work environment accommodations

  • Based in Bangui with approximately 15% travel

Position’s physical requirements

  • Ability to work under intense pressure and in rudimentary conditions.

Preferred Experience, Knowledge and/or other Qualifications

  • Experience in CAR or Central Africa
  • Knowledge of humanitarian law and reform systems
