Civil Service or Non Civil Service:

Civil ServiceDesigns and develops Information Technology systems and procedures involving analysis, evaluation, and recommendations of existing systems (manual and automated), and operating requirements for a major area of County operation, requiring the integration and coordination of several systems or sub-systems; develops and implements project plans for the recommended systems; and performs other duties as required.

Examples of Duties:

  • Analyzes, tests, and evaluates computer programs or system to identify errors and ensures conformance to standard;

  • Consults with staff and users to identify operating procedure problems;

  • Conducts studies analyzing user needs;

  • Recommends methods for process change or replacement for integration with IT tools;

  • Develops general and detailed system design specifications and quality documentation;

  • Devises diagrams, maps, and graphical depictions to illustrate steps required to develop programs to meet staff and user requirements;

  • Develops and writes procedures for installation, use, and solving problems of hardware and software;

  • Identifies areas of operation that need upgraded equipment, such as modems, fiber optic cables, and telephone wires; monitors system performance;

  • Reads technical manuals, periodicals, and technical reports to learn how to develop programs and determine equipment to meet staff and user requirements;

  • Tests and evaluates hardware and software to determine efficiency, reliability, and compatibility with existing systems;

  • Reviews and analyzes computer printouts and performance indications to locate code problems;

  • Trains staff and users to use computer system and its programs;

  • Writes, revises, and documents program and system design procedures, test procedures, and quality standards;

  • Cooperates and communicates with end users, leaders, and other parties related to the work process being analyzed;

  • May supervise other IT analysts and IT staff; and

  • Performs other related duties as required.

Minimum Qualifications:

Training & Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and

  • four (4) years of specialized work experience.

Qualifying Specialized Work Experience:

Professional work experience in IT which include work in the areas of user and systems requirements and analysis, applications development and maintenance, computer systems support, network design and maintenance, and/or data/database analysis/administration.
