Information Technology Project Manager(s)
1. Scope of Work
DSS is seeking a qualified individual(s) to provide project management support for DSS program areas working on technology implementations. Active implementations requiring support include Provider Enrollment and Credentialling, and MMIS System Modernization, Medicaid HR-1 Project list is not exhaustive and may change as agency priorities and needs change.
Activities include but are not limited to:
• Lead a team of business and data analysts to oversee the design, development, and implementation of various information system transformation projects.
• Assists with defining strategic direction of enterprise level IT implementations.
• Define business and technological requirements, consult with product owner, subject matter experts, and scrum teams to define business needs and objectives.
• Provides project management of highly complex large scale enterprise IT projects and smaller scale projects.
• Lead and coordinate efforts of development team and vendors to ensure solutions are implemented successfully.
• Support business and operations staff with analysis and testing activities for information system changes.
• Prepare project status reports and documentation as needed to facilitate executive decision making and communicate project progress and risks.
• Ensures project governance and monitoring controls are in place and followed
• Responsible to ensure project design, development, and implementation are on time and budget.
• Mentor state personnel in project management and train state resources to take over this function.
Qualified candidates should have the following skills and experience:
• Successful experience managing information technology solutions.
• PMP certification or equivalent working experience.
• Knowledge of various software development methodologies (agile, waterfall, DevOps, etc.)
• Experience in successfully applying project management and project governance principles.
2. Project Location:
Successful candidate will be on site with staff in Pierre and/or Sioux Falls at least quarterly.
3. Work Order Duration:
The duration of this work is expected to last 24 months commencing on or about June 1, 2026.

• Hourly rate - Hourly rates do not include travel expenses. If travel is required for individual work orders, travel costs will be reimbursed separately. Lodging, mileage, and meals will be reimbursed at South Dakota state rates.
