Generic Responsibilities

  1. Comply with NRC policies, guidance and procedures, including conduct, safeguarding, confidentiality and information security, and with approved IAWG data-governance arrangements.
  2. Maintain reliable information systems and documented processes for data collection, validation, analysis, visualisation and reporting.
  3. Apply quality assurance, access controls and responsible data-management practices throughout the information lifecycle.
  4. Produce timely, accessible analytical products that support agreed organisational priorities and decisions.
  5. Engage member focal points, provide user support and build their capacity to maintain and interpret shared information.
  6. Coordinate technical work with relevant partners and host-agency functions, escalating risks and specialist issues as needed.
  7. Maintain organised datasets, technical documentation and learning resources, and recommend practical improvements.

Specific responsibilities

Dashboard administration and technical continuity

  • Complete a structured handover with INSO covering the Power BI dashboard, database, access/data-entry portal, source files, data model, refresh arrangements, credentials, dependencies and documentation.
  • Coordinate transfer of hosting, licences, administrative rights and control from INSO to IAWG/NRC with NRC IT. Document licence and hosting requirements, recurring costs and support responsibilities for approval; INSO is not expected to provide routine member support or ongoing administration.

  • Maintain technical documentation, version/change records, backups and recovery procedures with NRC IT or the approved provider. Manage authorised access and remove access when users change roles.

If approved and resourced, contribute to development, testing and migration while maintaining continuity of the existing service.Member data quality and responsible information management
  • Coordinate member submissions, cleaning, validation and updates; maintain data definitions, geographic standards, a focal-point register and an agreed update calendar. Track completeness, verification dates, duplicates and unresolved queries.
  • Resolve discrepancies with contributing organisations and retain dated snapshots and correction records. Distinguish operational changes from late submissions and changes in reporting coverage.
  • Apply approved administrator and user permissions. Phase 1 users are RDs or IAWG representatives and authorised delegates; organisations edit their own submissions and view the collective internal dashboard in accordance with the dashboard ToRs.
  • Protect sensitive operational data through appropriate access, aggregation and disclosure checks. Follow approved sharing, retention, archiving and deletion rules; obtain clearance before external use and escalate suspected unauthorised access.
  • Provide onboarding, concise guidance and targeted support to member focal points. Identify participation barriers and escalate persistent submission gaps to the Director.Regional analysis and learning
  • Combine validated member data with credible secondary sources on displacement, access, funding, food security, health and other agreed priorities to identify regional and cross-border implications.
  • Produce concise maps, briefs, charts and snapshots for the Director, Steering Committee and working groups, explaining their practical implications and documenting sources, dates, assumptions and limitations.
  • Distinguish physical presence from programme coverage, staff headcount, humanitarian needs and available response capacity.
  • Identify members relevant to preparedness or potential resource-sharing discussions and confirm actual capacity and willingness before making recommendations.
  • Support agreed surveys, joint analysis and learning with working groups and country NGO forums, minimising duplicate reporting and maintaining a repository of approved products.
  • Provide evidence for advocacy and donor engagement under the Director’s guidance and submit products for validation and clearance before wider circulation.

About Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 40 countries. We specialise in six areas: food security, education, shelter, legal assistance, protection from violence, and water, sanitation and hygiene.

We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We work with partners across the world through NORCAP, our global provider of humanitarian, development and peacebuilding expertise. NORCAP collaborates with local, national and international partners on finding sustainable solutions to meet the needs of people at risk.

Around 15,000 humanitarians work with the NRC. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves forced to flee their homes.

NRC assisted almost 9.1 million people worldwide in 2024, and with your support, we can help even more.

In order to meet the needs of more than 120 million displaced people worldwide, we need to unite forces across sectors and work together as one team. Through mutual partnerships we are dedicated to finding unique solutions for people who have been forced to flee, helping them build a sustainable future for themselves and their communities.
