Organizational Context and Scope
Under the overall supervision of the Chief, Corporate Solutions Unit, and the direct supervision of the HR Stream Lead (H2R), and in close collaboration with relevant units at Headquarters, Administrative Centres, and the Business Transformation team, the Information and Communications Technology (ICT) Officer (ERP HCM, AI and Digital Transformation) will be responsible for the functional oversight, configuration, and continuous enhancement of ERP Human Capital Management (HCM) systems. They will act as the functional focal point for Oracle Fusion HCM and related HR systems, ensuring that business requirements gathered by the Business Process team are accurately translated into system configurations, enhancements, and sustainable solutions.
Coordinate and perform functional activities to maintain the integrity of ERP Human Capital Management (HCM) configurations for Payroll, Benefits, Absence Management, and Staff Administration components, leveraging AI-enabled monitoring and analytics where appropriate to improve configuration quality and operational efficiency.
Contribute to the analysis of major changes arising from new or revised HR policies (Unified Staff Rules and Regulations, ICSC, UN, or related frameworks), assessing their impact on ERP HCM solutions and supporting the evaluation of AI-assisted approaches to policy interpretation, compliance analysis, and business process optimization.
Provide functional analysis to identify gaps between HR business processes, organizational requirements, AI-enabled business opportunities, and standard ERP HCM functionalities, collaborating with HR, Finance, Supply Chain, Treasury, Budget, MAC, and other relevant stakeholders to recommend innovative digital solutions.
Manage bug fixes, troubleshooting, continuous improvement initiatives, and quarterly Oracle Cloud updates while identifying opportunities to apply AI-powered capabilities, intelligent automation, and predictive analytics to improve service delivery and user experience.
Configure Oracle HCM Cloud modules following best practices and business requirements, including Benefits, Absence Management, Payroll, and emerging Oracle AI capabilities and intelligent features supporting HCM processes.
Prepare high-quality Functional Design Documents (FDDs) and collaborate with technical teams on integrations, extensions, customizations, and AI-enabled solution components, ensuring alignment with enterprise architecture and governance standards.
Translate business needs into functional solution designs, configuration plans, testing strategies, and AI-assisted process improvements across HCM modules, including workflows, approval rules, security roles, and intelligent automation opportunities
Maintain and oversee Configuration Workbooks (CWB), Oracle Service Requests (SRs), and AI solution documentation, ensuring all environments accurately reflect approved configuration changes and AI-enabled functionality where applicable.
Provide specialist support to HR units as the HCM focal point for technical service requests, issue resolution, enhancement design, and the adoption of AI-enabled tools, including investigation and resolution of HCM system incidents reported by end users.
Coordinate with business partners, Oracle, outsourcing vendors, and relevant stakeholders to support solution delivery, testing cycles, deployment of product updates, AI-enabled capabilities, user adoption initiatives, and the preparation of training materials, knowledge assets, and guidance on responsible AI usage.
Evaluate, prototype, and promote the adoption of Artificial Intelligence, Generative AI, machine learning, and intelligent automation capabilities within ERP HCM processes to improve operational efficiency, data quality, decision support, and user experience, ensuring compliance with organizational governance, security, privacy, and ethical AI principles.
