As an Industrial Participation Program Manager, you will be responsible for the following.

What you’ll do:

Strategy

• Collaborate across functional teams to support Industrial Participation and Offset strategies in international opportunity marketing and capture plans.
• Develop, update, and maintain Industrial Participation and Offset policies and procedures in alignment with company guidance.
• Establish long-range offset strategies tailored to specific countries and product lines.
• Identify and evaluate potential in-country partners for collaborative offset initiatives.
• Translate Industrial Participation and Offset requirements into actionable business and investment plans, measurable projects to fulfill obligations.
• Establish local content, technology transfer, capability development and economic impact objectives
• Analyze economic outcomes and recommend approaches based on country-specific industrial priorities and offset regulations, including offset credit banking opportunities.
• Monitor and report on global trends and evolving country policies regarding Industrial Participation, providing insights on best practices and emerging requirements.
• Review contract terms and conditions to identify risks and propose effective mitigation strategies.
• Serve as the primary contact for Industrial Participation and Offset matters, liaising with customers, third parties, and internal stakeholders.
• Partner with Business Development and international customers to develop Offset programs aligned with national goals.
• Incorporate offset obligations into capture strategy, pricing, contracts and program planning.

Execution

• Lead in the preparation, review, and execution of Industrial Participation and Offset plans, proposals, transactions, and agreements.
• Negotiate offset plan & multipliers with regional stakeholders to maximize ROI.
• Support implementation and ongoing management of Industrial Participation and Offset projects.
• Ensure timely and compliant fulfillment of Industrial Participation and Offset commitments.
• Prepare, submit, and maintain required reports and records for Industrial Participation and Offset obligations.
• Track and report progress toward existing Offset commitments, supporting program managers as needed.
• Collaborate with contracting and export compliance teams to facilitate Offset execution.
• Coordinate ongoing project activities and monitor submissions and reporting to achieve Offset credits within budget and schedule.
• Maintain database of obligations accrued and offsets discharged.
• Coordinate with Functional stakeholders.
• Maintain offset project bank in collaboration with functional stakeholders.

Education & Experience:

• 15+ years relevant experience with 5+ years experience with Offset and/or Industrial Participation.
• Knowledge of DoD acquisition and U.S. Foreign Military Sales processes.
• Strong understanding of global Offset policies and frameworks (Europe, Middle East, etc.).
• Deep familiarity with international trade regulations (ITAR, EAR).
• Proven experience in government negotiations, cross-border transactions, and industrial partnerships.
• Expertise in negotiating, structuring, and managing complex agreements.
• Excellent organizational skills, attention to detail, and communication abilities.
• Demonstrated project management and analytical skills.
• Ability to work independently and support multiple stakeholders in a fast-paced, international environment.
• Prior experience in program management or business development.
• Strong leadership qualities, proficiency in program management methodologies, government collaboration, and risk management.
• Ability to quickly learn new technologies and products.
• Ability to manage budgets for offset projects, analyze cost structures, and perform ROI and investment analyses for offset initiatives.

Preferred Education & Experience:

• 5+ years experience in UAS industry or related defense programs.
• Technical background and ability to assess and coordinate technology development and transfer.
• Supplier and supply chain management experience, including local sourcing initiatives.
• Knowledge of technology transfer, product localization, and integration of offset requirements.
• Experience delivering presentations to senior stakeholders and training internal teams.
• Cultural and/or language fluency in one of Insitu’s key markets (Europe, Middle East).

Travel Requirement: This position requires Domestic and International travel up to 30%. Travel requirement may vary based on proposal and customer needs.

In-Office Requirement Statement: (Hybrid) This position is eligible for hybrid work. It is our strong preference that the candidate works onsite at least one week per month to allow for maximum collaboration and connection to the team and product. However, depending on the candidate’s location, experience, and qualifications, we may have some flexibility in the frequency of on-site days.

Please note that the salary information show below is a general guideline only. Salaries are based upon candidate experience, qualifications and work location.

Typical Hiring Range: 139,000.00 - 191,400.00
