Department Overview
The assignment will be to the Procurement Operations Department, Rakuten Group, Inc. Procurement Operations Department is responsible for entire Rakuten group procurement operation as centralized procurement function. Global Sourcing section is one of teams of Procurement Operation Department, which promote centralized sourcing activities like supplier selection and negotiation in conjunction with Requesting units.
We have an sourcing team “Indirect Material and Service Category Management team” under Global Sourcing Section to promote centralized Indirect Category Procurement sourcing.

Position Details
- Drive company-wide efforts to strengthen the organization for centralized procurement of indirect materials and expand the scope of centralized procurement
- Visualize group Indirect Category Spend and supplier contracts
- Develop Indirect Category Sourcing Strategy and lead to execute
- Optimize overall Indirect Spend , and lead Procurement Cost Saving initiatives
- Lead alignment with internal stakeholders and related department

Mandatory Qualifications:
- 10 years or more procurement experience
- Practical experience in indirect material procurement is desirable, especially experience across multiple categories (IT, office supplies, services, etc.)
- Organizational Management and Operational Capability: The ability to formulate and execute organizational strategies and provide direction to the team. Specifically, this includes leading the development of subordinates, setting and tracking target values, and sharing the mission and vision
- Negotiation Skills: Ability to negotiate prices and contracts with suppliers
- Analytical Skills: Ability to conduct cost analysis and market research to develop optimal procurement strategies
- Communication Skills: Ability to communicate effectively with internal and external stakeholders
- Project Management Skills: Ability to manage multiple projects simultaneously and complete them within deadlines
- Experience with procurement management systems (e.g., ERP systems)
- Proficiency in Excel and other data analysis tools
Desired Qualifications:
- Experience in establishment of Procurement rules and its execution
- Experience in RFP creation for service category
- Knowledge of contract law and compliance
- Experience in project management or consulting
