Job Description

ECS is seeking an Independent Financial Analyst/Acquisition Analyst/Project Manager (TS/SCI) to work at Joint Base Anacostia-Bolling (JBAB) in Washington, DC.

Responsibilities include:

  • Provides portfolio-level financial management support across multiple programs within a technical mission area. Includes independent business and financial management support, and overseeing and integrating multiple program budgets within a technical portfolio.
  • Work directly with Navy financial stakeholders and Office of Management and Budget (OMB) representatives to ensure funding strategies, execution, and prioritization are aligned to mission objectives while maintaining compliance with Planning, Programming, Budgeting, and Execution (PPBE) activities.
  • Align/reallocate resource decision-making across programs, maintaining executable funding profiles, tracking execution/obligations/expenditures, and ensuring the portfolio remains strategically aligned, defensible, and financially executable.
  • Provide acquisition project management services and actionable insights to assist program manager(s) with day-to-day management of new or existing multi-million-dollar naval programs. Forecast/leverage key metrics and assess program performance.
  • Conduct financial modeling and analysis to identify trends, variances, and opportunities for optimization.
  • Develop program acquisition documentation to support the full lifecycle of program contract actions.
  • Provide technical expertise to support R&D requirements definition, development, coordination, execution, and technology transition.
  • Support Joint Service program testing, engineering, execution, and data collection analysis.
  • Periodically travel to support field / range testing or program technical reviews. All duties are conducted at the customer site in a classified facility.

Salary Range: $140,000 - $170,000

Qualifications

  • Current TS/SCI clearance and PR/CE.
  • Must be a US citizen.
  • BS/BA Business/Acquisition/Engineering/Science/Logistics.
  • Four (4)+ years’ experience supporting technical DOD financial management/acquisition enabling budgets/programs/offices and PPBE activities.
  • Expertise drafting, reviewing, and coordinating SOWs, CDRLs, J&As, MOAs, and other program contractual documents.
  • Ability to project, track, and defend program technical funding; manage schedules; assess acquisition risk (both technical and schedule); and identify, coordinate, and implement risk mitigation strategies.
  • Work as part of an Integrated Program Team to coordinate development and deployment of new / modified / enhanced capabilities.
  • Work independently and as a team member under tight deadlines and changing priorities.
  • Prepare/brief financial and technical program materials / documents to senior level officials.
  • Excellent oral / written skills. Proficiency with SharePoint, Word, Excel, PowerPoint, Visio, and Projects.

Desired Skills

  • Prior experience supporting classified programs.
  • Navy/Marine Corps/DoD background.
  • DAWIA Level 1/2 certification in program management.
  • Three (3)+ years’ experience supporting DOD acquisition programs or offices.
  • Experience with EW/Radar programs or operations.
  • Master’s degree in Business/Finance/Accounting or related field.
