The IMMEX Compliance & Import/Export Specialist reports to the Import/Export Manager, North America and is responsible for ensuring compliance with IMMEX regulations, managing customs documentation, and supporting import/export operations for H.B. Fuller Procesos. This role is critical to maintaining IMMEX certification, mitigating customs risk, and supporting efficient cross-border operations for the Piedras Negras, Coahuila manufacturing site.

Key Responsibilities

IMMEX Compliance & Customs Control

  • Manage Annex 24 inventory control system to ensure accurate tracking and compliance of temporarily imported goods.
  • Perform monthly inventory reconciliations and reporting for Annex 24 and Annex 31 requirements.
  • Maintain customs records in accordance with Mexican regulatory requirements.
  • Support internal audits and implement compliance controls to ensure IMMEX program adherence.

Import & Export Operations

  • Coordinate import/export activities across ocean, air, and ground transportation.
  • Prepare, validate, and monitor Pedimentos to ensure regulatory compliance, proper payment, and closure.
  • Track shipments and facilitate timely customs clearance.
  • Partner with customs brokers, freight forwarders, IMMEX consultants, logistics teams, plant operations, tax, and compliance stakeholders.
  • Evaluate shipment requirements and determine appropriate import/export processes.

Regulatory Documentation & Risk Management

  • Prepare and maintain customs documentation, permits, and regulatory filings.
  • Ensure compliance with non-tariff regulations and trade requirements.
  • Coordinate product HS classifications with internal and external experts.
  • Serve as the primary contact for customs audits, inquiries, demands, and penalty notifications.
  • Support risk mitigation strategies in partnership with NA Logistics and Global Trade Compliance teams.
  • Manage claims and investigate unauthorized charges or damaged goods.

Process Improvement & Training

  • Develop and maintain SOPs, work instructions, and compliance documentation.
  • Train and support internal stakeholders on customs and trade compliance processes.
  • Support customs compliance systems and reporting tools.
  • Monitor KPIs and prepare compliance and operational performance reports.

Qualifications

Required

  • Bachelor’s degree in International Trade, Logistics, Business Administration, or related field.
  • 3–5 years of experience in import/export operations, customs compliance, or IMMEX administration.
  • Strong knowledge of IMMEX regulations, Annex 24, Annex 31, VAT Certification requirements, and Pedimento processes.
  • Fluent Spanish and conversational English (B2/C1 level).
  • Proficiency with Microsoft Office and SAP.
  • Strong communication, organizational, analytical, and problem-solving skills.

Preferred

  • Master’s degree in International Business, Logistics, or related field.
  • 5+ years of experience in IMMEX compliance and international trade operations.
  • Customs broker certification or related trade compliance credentials.
  • Experience with bonded warehouses, duty savings strategies, and customs compliance software.
