Job Description

As Director of Mexico Trade Compliance and IMMEX you will lead our regional strategy and compliance with Mexico customs and maquiladora trade regulations. This leadership position is responsible for trade and IMMEX compliance in all of our Mexico maquiladora facilities. You will drive team alignment, data analytics and integrity, create strategy to mitigate risks, lead internal audit of systems and tools, optimize duty savings, and be primary interface with local stakeholders and government authorities. You'll work closely with Operations, Transportation and Legal teams to develop and implement effective trade strategies that support our Mexico trade operations.

JOB DUTIES:

You will manage a team of IMMEX compliance operations professionals to design and execute the strategic direction for IMMEX compliance across our facilities by:

  • Program Management: Manage the IMMEX programs compliance for multiple facilities, ensuring adherence to Mexican regulations, managing PROSEC, Rule 8th authorizations, and AEO (OEA)/CTPAT certifications. Maintain regular communication with corporate management to align customs operations with strategic goals. Support and oversee customs audits at both state and federal levels. Manage intra-Mexico and LATAM shipments from a customs compliance perspective.

  • Leadership: Lead and mentor a team of customs professionals, ensuring continuous development and high performance.

  • Regulatory Reporting: Ensure accuracy of Annex 24 (inventory control) and Annex 30 (VAT/IEPS certification) across all Mexico facilities for the company to comply with tax obligations. Stay abreast of industry developments and regulatory changes affecting customs operations.

  • Risk Management: Monitor legal changes in trade law and implement corrective actions. Provide regular updates to senior leaders in supply chain and legal. Escalate compliance concerns to leaders with precision and recommendations.

  • Supply Chain, Logistics, and Systems: Supervise the coordination of cross-border activity, manage relationships with customs brokers and freight forwarders; Coordinate and provide strategic inputs for the selection and implementation of new trade systems across facilities.

  • Trade Compliance & Audits: Oversee the implementation of tariff classification (HTS), valuation, and origin translations for Mexico operations; conduct internal audits of import/export records.

YOU MUST HAVE:

  • 10+ years in global trade compliance, with significant, demonstrated experience in maquiladora operations.

  • Deep expertise in Mexican Customs Law, IMMEX, USMCA, and VAT/IEPS regulations.

  • Experience with ERP/MRP systems and Customs' portals (e.g., ACE or Mexican equivalents).

  • Bachelor’s degree or equivalent in International Business, Supply Chain Logistics, International Trade, Law, or related field.

WE VALUE:

  • Advanced proficiency in English and Spanish.
  • Deep understanding of maquiladora operations.
  • Experience in collaborating closely with maquila operations teams to ensure operational efficiency and regulatory compliance.
  • In-depth knowledge of: HTS classification, import/export processes, reconciliation, and duty drawback.
  • Proven experience complying with customs audits and working with government agencies.
  • Experience implementing or using customs software programs (IMMEX databases and platforms).
  • Experience with SAP, warehouse management, and transportation management systems.
  • Customs brokerage license a plus.
