Job Description

The Civil Implementation Manager is accountable for managing capital projects related to buildings, civil infrastructure and tower systems, driven from an understanding of business needs and telecommunication requirements across remote and northern environments. The manager determines the most cost-effective method for accomplishing project needs from general information, user requirements, planning input; resulting in the development of detailed engineering plans, estimates, budgets, specifications and contracts with vendors to ensure projects are delivered safely, on time, within budget, and in compliance with regulatory and environmental requirements.

Specific Accountabilities

Implementation and Project Management (75% of role)

  • Lead end‑to‑end delivery of civil engineering projects supporting Northwestel’s network operations and expansion.
  • Develop project designs and detailed plans in alignment with company standards, including installation specifications and cost estimates.
  • Manage tendering processes by preparing scopes of work, evaluating bid submissions, selecting suppliers, and finalizing contracts.
  • Oversee vendor onboarding, legal and insurance compliance, health & safety prequalification, and vendor risk assessments.
  • Manage project controls including budgets, forecasts, risks, mitigation strategies, milestones, change requests, status reporting, and stakeholder communication.
  • Ensure compliance with all applicable federal, provincial, municipal, and First Nation regulations, codes, and amendments.
  • Coordinate closely with engineering, permitting, procurement, and construction teams to ensure seamless project execution.
  • Secure required materials, equipment, tools, and engineering resources while ensuring proper transport, delivery, and storage.
  • Develop and implement work schedules and priorities for internal teams and contractors.
  • Monitor work quality and adherence to specifications; track KPIs such as schedule performance, cost variance, and quality metrics.
  • Promote and uphold Northwestel’s safety culture, conduct hazard assessments, and support project‑specific emergency management planning.
  • Conduct system testing, site inspections, and acceptance activities; maintain build quality through audits.
  • Maintain comprehensive project documentation, including “as‑built” records.
  • Participate in Change Management processes, including preparing RFCs, Methods of Procedure, rollback plans, and attending CAB meetings as a subject matter expert.
  • Provide third‑level technical support to projects and internal teams as required.

Capacity and Asset Management (20% of role)

  • Manage building and tower assets to ensure planners have accurate information for technology and capacity planning.
  • Track and generate asset data to support lifecycle planning, including replacement forecasting, performance evaluation, ROI considerations, and best‑practice development.
  • Support Incident Management by assisting with escalated incidents and resolving recurring network issues.

Business Development & Strategic Support (5% of role)

  • Provide technical input and solutions to strategic planners, steering committees, portfolio management, finance, and accounting teams.
  • Respond to internal and external audit requests with required documentation.
  • Expand the pool of qualified vendors capable of delivering in Northwestel’s operating area to improve fulfillment speed, supply chain efficiency, and cost effectiveness.
  • Strengthen Northwestel’s relationships with customers, suppliers, and stakeholders.
  • Evaluate business needs and develop business cases for technological and operational improvements.
  • Maintain the corporate technology menu by approving devices for specific applications and enforcing the technology approval process.

Knowledge And Skills Required

  • Bachelor of Engineering required; Project Management certification preferred. Additional business-related coursework is considered an asset.
  • 5+ years of experience across environmental, mechanical, and civil disciplines, including tower-specific design, concrete foundation design and testing, and road survey
  • Basic knowledge of structural and tower engineering principles
  • Basic knowledge of building and foundation systems
  • Basic knowledge of fuel tank systems and legislative requirements
  • Strong project management skills
  • Strong written and verbal communication skills
  • Strong leadership and interpersonal skills
  • Proven ability to manage budgets and forecasts (capital project and on-going maintenance expense)
