Job Description

What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

ICT Specialist 2 manages and organizes all ICT systems and services in the location where s/he is posted. S/he assists the ICT Manager in designing and installing ICT infrastructure.

Relationships

  • Internally, interacts with ICRC employees.
  • Externally, interacts with local suppliers.

Accountabilities & functional responsibilities

  • Ensures ICT inventory is updated regularly and maintains adequate stocks levels.
  • Ensures existing ICT infrastructure is functional.
  • Ensures that global/country-level policies and procedures are implemented and followed.
  • Briefs, advises and trains end-users on the ICRC's ICT systems.
  • Maintains ICT stock and inventory, carries out regular physical checks.
  • Drafts and updates technical documentation for all IT equipment.
  • Carries out the duties of ICT Specialist 1 when s/he is absent.
  • May be called upon to manage and train ICT teams.

Delegation Specific Duties and Tasks

  • Ensure planning, deployment and attribution of ICT equipment (computers, network, printers, PABX, Telecom materials, Radios, etc.)
  • Ensure maintenance, service and proper handling of ICT assets in a small-to-medium sized infrastructure.
  • Maintain and exploit existing systems, mainly independently.
  • Manage and administrate a park of materials.
  • Provide training and support to the users.
  • Support Level 2 ICT Service Requests within the area of responsibility (Delegation and Sub-Delegation Offices) in collaboration with other support teams and ensure compliance of related management policies governing the Global Support Model framework.
  • Prepare for meetings by setting up rooms and materials, including technical set-up for conference calls, presentations, and video conferences
  • Reports regularly or upon request to his superiors on the department’s activities, pending, state of projects, problems, etc. for the sites under his/her responsibility

Additional Duties

  • Is aware of the SD’s objective and has good knowledge of the movement and other contacts relevant to the position.
  • Collects and shares information as to improve ICRC’s understanding of the environment humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Take responsibility for their own professional learning and development.
  • Translates /interprets as required by the department.

Certifications / Education required

  • Bachelors degree or equivalent in IT, electronics, computer science or similar field.
  • Good command (spoken and written) of English and Tigrigna languages.

Professional experience required

  • 3–4 years' troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • 1 year of people-management experience a strong asset.
