Job Description

Position: Information, Counselling and Legal Assistance (ICLA) Assistant

Reports to: ICLA Project Coordinator

Supervision of: Community outreach workers

Duty station: Gerani and Sibaybi

Travel: Travel to and within woredas in Afar region

Project number: ETFM2601

Duration and type of contract: 6 months (national staff contract).

  1. Role and responsibilities

The purpose of the Assistant position is to assist with day-to-day implementation of the Information, Counselling and Legal Assistance (ICLA) Programme in Gerani and Sibaybi woredas of Afar.

Generic Role and responsibilities:

  • Develop annual activity and work plans
  • Promote and share ideas for improvement and necessary changes in activities
  • Cooperate with relevant partners and local authorities
  • Implement delegated ICLA programme activities according to plan of action
  • Ensure proper filing of all project documents
  • Prepare and develop progress reports as required by management
  • Ensure that projects target project participants most in need, and explore and asses new and better ways to assist
  • Demonstrate commitment to NRC’s mission, vision and value

Specific responsibilities

  • Provide and Facilitate information, counselling, legal assistance project activities to project participants in line with NRC policies, strategies, and work plans.
  • Accurately record all ICLA activities in line with NRC policy and using templates and guidance provided by NRC.
  • Facilitate and provide information on legal and civil documentation (LCD), rights and entitlements to project participants in accordance with agreed information scripts.
  • Provide legal counselling on LCD and HLP topics
  • Assist ICLA Project participants to resolve their LCD and HLP issues independently.
  • Assist Provision LCD and HLP training using NRC approved materials and templates.
  • Participate in assessments, monitoring and profiling exercises as agreed with line managers.
  • Ensure that ICLA activities are carried out in line with appropriate NRC ICLA SOPs.
  • Perform any other tasks as requested by ICLA line managers.

  • Experience from working in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines

Context/ Specific skills, knowledge and experience:

  • University Degre Law, Political Science, Sociology, or any related field to this position
  • A minimum of 1 year work experience in similar field of work.
  • Understanding Humanitarian intervention and contested areas
  • Willing to spend more time at the filed level and ready to learn
  • Knowledge of humanitarian principles and code of conduct is essential.
  • Knowledge of Amharic language is mandatory and good in spoken and written English
