Duty station: Ulang -Upper Nile

Field Travel: 100%

Overview of the position:

The ICLA (Information, Counselling Legal Assistance) Officer ensures the day-to-day implementation of all ICLA activities in the field through direct action and supervision of assistants. The Officer is responsible for ensuring that all ICLA activities and staff under her/his supervision comply with the NRC Code of Conduct, national law, donor requirements, and ICLA’s overall objective to ensure that people affected by displacement can access their right to a durable solution.

  1. Role and responsibilities

Generic responsibilities:

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
  6. Develop work plan and schedule for the monitoring of activities with line manager
  7. Supervision of assistants
  8. Support the selection of beneficiaries per the agreed criteria

Specific responsibilities:

  1. Overseas day-to-day activities, particularly the legal information, counseling and assistance to ensure the quality of services provided to displaced affected people are in accordance with the ICLA strategy, project documents, and applicable laws and procedures.
  2. Counselling: Provide individual counselling to beneficiaries where the issue is complex, especially for cases related to Housing, Land and Property matters.
  3. Legal assistance: Identify LCD and HLP legal cases and assist beneficiaries as needed.
  4. Organize and conduct information sessions with the team per ICLA standards and project documents.
  5. Conduct needs and other assessments as required.
  6. Organize and conduct capacity building training for local authorities and community leaders on HLP, CDR etc.
  7. Work closely with other core competencies in finding touching points for ICLA integrated programing.
  8. Collect and ensure his/her team’s data entries in the electronic database each month and verify and organize hard copies of sources of verification.
  9. Raise PR and follow up with the logistics department as needed.
  10. Coordinate with local stakeholders as needed, including with government officials and humanitarian partners.
  11. Liaise with governmental, non-governmental organizations and UN agencies to establish and maintain networks for referrals.
  12. Updating the M&E matrix regularly and share with the responsible staff on a timely manner.
  13. Send weekly and monthly reports on her/his activity progress to the PC.

Competencies

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts

Context related skills; knowledge and experience (shall be adapted to the specific position):

  • Experience from working in a Protection or legal assistance implementation position
  • Proven practical experience in the planning and execution of ICLA programmes or at least 3 years’ experience in a humanitarian and development program.
  • Bachelor’s degree from a recognized University (Law or similar field)
  • Experience of working in Upper Nile
  • Experience in capacity building and training of targeted group.
  • Ability to work independently in a result-oriented multi-tasking and multi-cultural environment and manage conflicting priorities
