HWRC Contract Compliance Officer – Waste Management

Location: Carlisle with travel
Salary: up to
£36,750 per annum
37.5 hours per week Mon-Fri

Biffa has responsibility for managing 14 Household Waste Recycling Centres (HWRC) under the 25 year contract with Cumberland Council. The role of the HWRC Officer is to ensure compliance with Biffa Cumbria’s contractual obligations in relation to the management of the sites.

The role will involve extensive regular travel throughout Cumbria to visit the HWRC sites although you will be based at our Hespin Wood offices in Carlisle.

The HWRCs are a public facing service and our customer expects and deserves exceptionally high standards of operational service and Health and Safety compliance. As an HWRC Officer you will have a key role within the Cumbria team providing a regular on-site presence, monitoring compliance in all areas.

You will also ensure that the site infrastructure and assets are maintained to a high standard and will have cradle to grave responsibility for delivering lifecycle projects.

This role will require that you acquire a detailed knowledge and understanding of the contractual obligations under both the Project Agreement and Sub Contracts. You will need to be pro-active and self-motivated to learn and apply this specialist knowledge on an ongoing daily basis. You will use your knowledge and problem solving skills to identify areas for improvement and work closely with our customer and our Sub-Contractor to help to deliver those improvements.

Requirements

Your key responsibilities:

  • Carry out weekly on-site inspections of Contractor Operational Compliance with the Output Specification and Service Delivery Plans
  • Identify, report and record Performance Failures in accordance with Contractual procedures, followed by investigating and resolving the underlying issues by working closely with the Sub-Contractor
  • Carry out regular on-site Health and Safety Inspections and liaise with Sub-Contractors and company SHEQ department to close out actions identified
  • Manage the planned maintenance programme and arrange for reactive repair and maintenance of site infrastructure and plant in accordance with the Asset Management Plan and procure and supervise Sub-Contractors and suppliers carrying out maintenance and repair works ensuring compliance with Health & Safety standards
  • Maintain accurate records, including expenditure, maintenance logs and incident reports
  • Assist in review and revision of Risk Assessments, Operational Procedures, and Service Delivery Plans
  • Contribute to the production of the Monthly Monitoring Report to our customer
  • Contribute to contractual meetings with our customer and subcontractor
  • Assist with Offtaker Audits
  • Assist with Contract Compliance Audits of subcontracted Transfer Station and Landfill operations

Essential/Preferred Skills:

  • You will have experience in waste management either in an operations and/or compliance role
  • Alternatively, experience of working within a SLA based contractual environment
  • Experience of the management of contractors and supervision of infrastructure maintenance
  • You will be a highly personable individual with a keen eye for detail, and a real passion for driving operational excellence
  • To be successful in this role you will need to develop effective working relationships with your partner HWRC Officer, our Sub-Contractor and our customer and be an excellent communicator
  • Highly organised and able to work unsupervised, meeting deadlines whilst maintaining high standards
  • Ideally hold IOSH Managing Safely or other equivalent Health & Safety qualification
  • Be IT literate and competent in MS Office, Word and Excel
  • Must have a full clean driving licence
