POSITION: HVAC Mechanic Bargaining Unit: NEPBA 515Grade 20, Step 1

I. GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

Applies technical knowledge and skill to install, service, repair and maintain all the heating units, refrigeration systems, air conditioning units and air handling units, including but not limited to the ice machines, roof air conditioning, gas space heaters and Main Chiller, located throughout the facility.II. ESSENTIAL FUNCTIONS:(a) Installs, connects and adjusts thermostats, humidistats, and timers, using hand tools;(b) Repairs or replaces defective equipment, components, or wiring;(c) Joins pipes or tubing to equipment and to fuel, water, or refrigerant source, to form complete circuit;(d) Fabricates, assembles and installs duct work and chassis parts, using portable metal-working tools and welding equipment;(e) Tests electrical circuits and components for continuity, using electrical test equipment;(f) Disassembles systems and cleans and oils parts;(g) Assembles, positions, and mounts heating or cooling equipment, following blueprints;(h) Tests pipe or tubing joints and connections for leaks, using pressure gauge or soap and water solution;(i) Installs auxiliary components to heating-cooling equipment such as expansion and discharge valves, air ducts, pipes, blowers, dampers, flues and stokers, following blueprints;(j) Adjusts system controls to setting recommended by manufacturer to balance system, using hand tools;(k) Inspects and tests system to verify system compliance with plans and specifications and to detect malfunctions;(l) Discusses heating-cooling system malfunctions with users to isolate problems or to verify malfunctions;(m) Inspects inoperative equipment to locate source of trouble;(n) Studies blueprints to determine configuration of heating or cooling equipment components;(o) Wraps pipes in insulation and secures it in place with cement or wire bands;(p) Lays out and connects electrical wiring between controls and equipment according to wiring diagram, using electrician’s hand tools;(q) Reassembles equipment and starts unit to test operation;(r) Measures, cuts, threads and bends pipe or tubing, using pipefitter’s tools;(s) Cuts and drills holes in floors, walls, and roof to install equipment using power saws and drills;(t) Implements all policies of the Boiler Room Department;

(u) Maintains a performance log of all assignments performed each day;

(v) Trains inmate workers using criteria established by the Boiler Room Supervisor;

(w) Coordinates schedules of inmates and repairs to equipment;

(x) Submits monthly earned “good time” reports for all inmate workers;

(y) Ensures that all area’s under employee’s supervision are thoroughly inspected and any conditions resulting in an existing or possible compromise of the facility’s security reported to the appropriate supervisor;(z) Ensures all keys and tool logs are completed in an accurate and timely manner;(aa) Logs in and out all portable radios;

(bb) Implements all policies of the Sheriff’s Office in regard to security, health, and safety measures, and toxic/caustic and flammable materials;(cc) Reports to work in a regular and timely manner;(dd) Performs other related duties as assigned.

III. MINIMUM QUALIFICATIONS: A. Education and Experience: High School graduate with vocational training in the field; minimum of two to four years of work-related skill, knowledge and experience Must possess a current Certificate of Proper Refrigerant Practices, Massachusetts Refrigeration Contractor’s License and Recovery from an EPA approved testing organization

B. Special Requirements:• Fixing, servicing, aligning, setting up, adjusting and testing machines, devices, moving parts, and equipment that operate primarily on the basis of mechanical (not electronic) principles• Monitoring and reviewing information from materials, events or the environment to detect problems or to find out when things are finished• Inspecting or diagnosing equipment, structures or materials to identify the causes of errors or other or other problems or defects• Observing, receiving, and otherwise obtaining information from all relevant sources• Identifying information received by making estimates or categorizations, recognizing differences or similarities, or sensing changes in circumstances or events• Conducting or carrying out work procedures and activities in accord with one’s own ideas or information provided through directions/instructions for purposes of installing, modifying, preparing, delivering, constructing, integrating, finishing, or completing programs, systems, structures, or products• Fixing, servicing, adjusting, regulating, calibrating, fine-tuning, or testing machines, devices, and equipment that operate primarily on the basis of electrical or electronic (not mechanical) principles C. Knowledge, Ability and Skill:

• Knowledge of machines and tools, including their designs, uses, benefits, repair and maintenance• Knowledge of design techniques, principles, tools and instruments involved in the production and use of precision technical plans, blueprints, drawings and models• Knowledge of materials, methods and the appropriate tools to construct objects, structures and buildings• Knowledge of all fire evacuation regulations and means of emergency egress• Knowledge of health and safety procedures for machinery• The ability to apply general rules to specific problems to come up with logical answers. It involves deciding if an answer makes sense.• The ability to quickly make coordinated movements of one hand, a hand together with its arm, or two hands to grasp, manipulate or assemble objects• The ability to set up and climb ladders at various heights, including extension ladders, to perform roof-top repairs of heating units• The ability to keep the hand and arm steady while making an arm movement or while holding the arm and hand in one position• The ability to read and understand information and ideas presented in writing• The ability to quickly and repeatedly make precise adjustments in moving the controls of a machine or vehicle to exact positions• The ability to manipulate weighted tools and equipment parts while on ladder• The ability to maneuver in small areas and crawl spaces to perform minor repairs• Skill in installing equipment, machines, wiring, or programs to meet specifications• Skill in determining what is causing an operating error and deciding what to do about it• Skill in repairing machines or systems using the needed tools• Skill in conducting tests to determine whether equipment, software, or procedures are operating as expected• Skill in performing routine maintenance and determining when and what kind of maintenance is needed • Skill in determining the kind of tools and equipment needed to do a job• Skill in identifying the nature of problems

D. Physical Qualifications:

• Normal range of motion on maneuverability• Using one’s hands and arms in handling, installing, forming, positioning, and moving materials, or in manipulating things, including the use of keyboards• Performing physical activities that require moving one’s whole body, such as in climbing (including, ladders and stairs), lifting of objects weighing as much as 50 pounds, balancing, walking, stooping, where the activities often also require considerable use of the arms and legs, such as in the physical handling (pushing and pulling) of materials.• Using either control mechanisms or direct physical activity to operate machines or processes (not including computers or vehicles)IV. JOB ENVIRONMENT: Work is performed in a correctional setting and is performed under a variety of conditions including extremes of temperature and weather conditions

V. SUPERVISION RECEIVED: Works under the general supervision of the Facilities SupervisorVI. SUPERVISION EXERCISED:Responsible for coordination of inmate workers, outside contractors and repairmen while within the facility.
