Overview

BLUEHAWK is seeking a highly qualified HUMINT Policy Analyst (Mid) to support strategic HUMINT policy development, review, and implementation efforts within a dynamic Intelligence Community and Department of Defense environment. The selected candidate will provide expertise in HUMINT policy analysis, intelligence governance, and operational integration, ensuring policies and directives align with current national, DoD, Army, and Intelligence Community guidance.

This position is ideal for a seasoned HUMINT professional with a strong background in policy development, operational management, and strategic intelligence activities who can effectively bridge operational experience with policy formulation and implementation.

Responsibilities

  • Support the development, review, revision, and implementation of HUMINT and intelligence-related policies, regulations, and guidance.
  • Research, analyze, and draft HUMINT policy documents, directives, memorandums, and related intelligence governance products.
  • Ensure policies remain aligned with current national, Department of Defense, Army, and Intelligence Community requirements.
  • Conduct comprehensive reviews of existing HUMINT and intelligence policies to assess effectiveness, relevance, and compliance.
  • Coordinate with military services, combatant commands, Intelligence Community organizations, and other stakeholders to gather input and facilitate policy consensus.
  • Prepare and deliver professional briefings, policy papers, executive summaries, and reports to senior leaders and working groups.
  • Analyze complex intelligence policy issues and provide recommendations for courses of action.
  • Incorporate operational lessons learned, training requirements, doctrine, and best practices into policy recommendations.
  • Translate operational HUMINT experience into practical and effective policy solutions.
  • Support additional mission requirements and special projects as assigned.

Qualifications

Clearance

  • Active TS/SCI clearance.
  • Must be willing and able to successfully complete a Counterintelligence-Scope Polygraph examination with a No Deception Indicated (NDI) result on a pre-appointment and recurring basis.

Education

  • Bachelor's degree from an accredited institution.

Military / Government Training

  • Graduate of a U.S. Government HUMINT Certification Course.

Experience

  • Minimum 8 years of full-time experience supporting a HUMINT or Operational Management Team (OMT) staff.
  • Minimum 5 years of experience in a strategic Military Intelligence or Intelligence Community role supporting HUMINT or other sensitive intelligence activities.
  • Minimum 5 years of demonstrated policy development, policy analysis, or intelligence governance experience.
  • Advanced proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
  • Demonstrated knowledge and experience with HUMINT-related Department of Defense Instructions (DoDIs).
  • Strong understanding and application of Intelligence Community Directives (ICDs), including:
  • Strong written and verbal communication skills with the ability to brief senior leadership.
  • Experience coordinating across multiple stakeholders within the DoD and Intelligence Community.
  • Ability to analyze complex policy issues and develop practical recommendations.
  • Strong organizational skills and ability to manage multiple priorities in a fast-paced environment.
  • Ability to work independently with minimal supervision.

Preferred Qualifications

  • Experience supporting Army G2X, J2X, DIA, INSCOM, Combatant Commands, or other strategic HUMINT organizations.
  • Experience drafting policy at the Army, DoD, or Intelligence Community level.
  • Experience supporting executive-level working groups, governance boards, or policy review councils.
  • Familiarity with HUMINT operations, intelligence oversight, and sensitive intelligence activities.
