What we are looking for

NRC is looking for a Humanitarian Access and Safety Manager to join the Afghanistan mission. The role holder will ensure compliance with minimum standards and the reduction overall risk to operations. He/she will develop and update strategies, plans, and procedures; implement mitigation measures; and coordinate and deliver training courses.

If you are an independent leader; with a proven track record of developing and implementing strategies, and translating those strategies into meaningful results; who holds a track record of fostering a collaborative environment, and building and leading engaging and effective teams; with strong interpersonal, networking, and stakeholder management skills; and the ability to build constructive relationships with external parties then this is the role for you!

What you will do

• Humanitarian Access and Safety Risk Management System implementation.
• Global Heath, Safety, and Security Management System development and implementation.
• Risk management culture promotion.
• Humanitarian Access and Safety oversight and support for staff, assets, operations, and reputation of NRC.
• Strategic advice provision to the country management.
• Humanitarian Access and Safety documents, procedures, guidance, and tools, strategy, and budgets development and maintenance.
• Line management of staff (including performance management, workforce planning, recruitment, induction, development, and support for Duty of Care).
• Support, training, and capacity development of NRC staff.
• Network, communicate, and cooperate with external security actors.

What you will bring

• Senior management experience in a humanitarian/recovery context.
• Humanitarian access analysis and civil-military coordination exposure.
• Staff training, development, coaching, and mentoring expertise.
• Improvised explosive device attacks, complex attacks, target killings, air strikes, access impediments, armed opposition groups and terrorist organisation presence context exposure.
• Complex and volatile context exposure.
• English fluency, both written and verbal.

What makes this position attractive?

• The humanitarian situation in Afghanistan is complex, protracted, and worsening. The country recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe.
• This is an opportunity to contribute to the protection and assistance of vulnerable and crisis-affected women, girls, boys, and men. NRC is one of the leading humanitarian response agencies (particularly for Afghans who have felt forced to flee their homes due to conflict), maintaining a presence of 11 provinces, multiple field offices, over 450 staff - in addition to 6 local partners - around the country; and notably in the country’s most troubled provinces. NRC Afghanistan is the largest INGO in the country, at a programmatic, field coverage, and staff count level.
• NRC Afghanistan operates a diverse grants portfolio providing services within Education; Protection; Information Counselling and Legal Assistance; Shelter and Settlements; Water, Sanitation, and Hygiene; and Emergency core competencies.
• While the security situation is slowly improving in the country access constrains remain high.

What we offer

• Kabul, Afghanistan duty station.
• 12-month contract duration.
• 60% travel, approximately.
• Grade 9 in NRC’s International Salary Scale, with accompanying terms and conditions. NRC offers a competitive compensation and benefits package.
