This temporary position is located at 1915 Health Services Way Raleigh, NC 27607-- Wake County, with the Department of Health and Human Services - HS - Social Services-Children's Services.
Job Order Hourly Rate of Pay: $35.00 (Based on education and/or years of relevant work experience reflected on the application).

This position serves as the EEC Program Consultant and provides statewide administration, implementation support, monitoring, and quality assurance for contracted Enhanced Emergency Care (EEC) services. The consultant works with EEC providers, county departments of social services, licensed private agencies, internal NCDHHS DSS teams, and other partners to support consistent service delivery, address program concerns, and promote safe and timely transitions for children and youth.
The consultant supports provider onboarding, explains program and contract requirements, develops implementation tools and guidance, monitors provider performance, reviews program and placement data, and identifies service gaps and opportunities for improvement. The consultant also coordinates corrective action activities and prepares reports to support program oversight, accountability, and leadership decision-making.
The position also dedicates a portion of its work to placement support and provides backup coverage for the Placement Support Consultant during periods of high demand, scheduled absences, or other operational needs. This may include triaging placement-support requests, helping counties identify resources, coordinating with providers, addressing placement barriers, and supporting transition planning. The consultant supports placement planning but does not make placement decisions, directs a provider to accept a referral, or assumes responsibility for county placement actions.

Master's degree in a discipline relative to the program from an appropriately accredited institution and three years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and five years of related experience; or an equivalent combination of education and experience.
