Compensation: $59,376-$65,314

The primary purpose of the Human Services Planner & Evaluator II (CQI) position is to plan with the Quality Assurance Supervisor and SW Program Administrator and administer a quality assurance program across Franklin County Child Welfare and Adult Services programs in order to meet or exceed federal and state outcome measures and improve overall service delivery to children and families. This position will perform quality assurance case reviews providing recommendations for program and/or process improvement within Child Welfare and Adult Services; assist with identifying systemic training needs and developing annual training plans for units as needed; assist in leading service area efforts to manage and assist SW Program Administrator with development of CQI plans; assist with onboarding of new staff, staff retention, and initial Child Welfare training. Provides consultation and support to ensure services are implemented at the highest standards.

The normal work schedule is mostly Monday through Friday 8:00 am - 5:00 pm, with some after hours and weekend work on occasion due to shelter duty, projects, and other departmental needs. A hybrid work schedule can be an option with approval by the DSS Director.

Examples of duties

Evaluation — 45%

  • Conduct qualitative reviews of screened out reports, assessment, in-home services, foster care/adoption, adult protective services, adult guardianship, and foster care licensing files.
  • Evaluate the quality of work performed and adherence to federal, state, and local laws, policies and standards; assures that policy is followed, assessment is complete, and that sound judgement is used in making case decisions.
  • Make field visits with social work staff to assess their field skill levels and attend agency meetings where cases are staffed to determine the depth of the social work provided.
  • Analyze quantitative and qualitative data to identify strategies to improve practice and outcomes.
  • Assist management in reaching decisions on future activities or operations for specific programs within the division under consideration as necessary; this may include providing input into personnel actions regarding the work performance of staff members and developing work and retention plans for employees based upon information from record reviews and observations.
  • Perform or provide oversight to data collection and data analysis for division projects.
  • Develop tracking mechanisms and tracking of outcomes.

Planning — 30%

  • Implement plan for using random and stratified sampling to review cases.
  • Maintains and manages all related quantitative and qualitative data and advocates for resources and support needed to meet and exceed goals.
  • Makes recommendations to SW Program Administrator to improve caseworker and supervisor practice, including revisions or additions to division protocols.
  • Extract and report customer data from State and local electronic information systems related to service utilization, quality of service delivery, forecast trends regarding demands for services; identify areas in need of service expansion/reduction/redirection; identify opportunities for collaboration among service providers.

Training & Support — 20%

  • Provide training and coaching for staff according to the needs identified in the CQI process.
  • Participate in State-led webinars, training, and/or committee work, along with Child and Family Services Reviews (CFSR) using the Onsite Review Instrument (OSRI).
  • Supports activities related to the implementation and operationalization of new policies, practices, and systems, as requested.

Other — 5%

  • Participates in other duties as assigned.

Knowledge, Skills, and Abilities

  • Considerable knowledge of human services administration and community planning concepts, and of human services administration and community planning concepts, and of human service programs and supportive services in the functional areas to which assigned.
  • Ability to provide guidance to state and local management in planning new or improved programs, and to communicate effectively with professional and administrative personnel.
  • Considerable knowledge of the methods and techniques of social research and evaluation processes, of the programs under study, and ability to apply statistics concepts for evaluation of programs.
  • General knowledge of computer-assisted statistical programs, e.g., SAS, SPSS, NCFAST.
  • Ability to design or direct the design of data gathering instruments/tools and to assess the validity of the information obtained from these instruments; to analyze data, draw conclusions/inferences from the analysis pertaining to the value/potential of the programs; and, to make recommendations to management concerning the direction/impact of the program on the target audience/clients.
  • Ability to make presentations both oral and written on the analysis of the project/study.

Qualifications

  • Graduation from an accredited college or university with a master's degree in public or human service administration or a human services programmatic field, preferably with course work in human services planning, and two (2) years of human services experience, one of which must have been in human services program planning; or
  • Graduation from a four-year accredited college or university and four (4) years of progressive administrative or consultative experience in human service programs, one of which must have been in human service program planning; or
  • Equivalent combination of education and experience.
  • Must have a valid driver's license.

Preferred Experience

  • Three (3) years of child welfare supervision experience.
  • Master's degree in social work, human services, public health or related field.
