The Butte County Department of Human Resources is seeking a Human Resources Technician.
This is a people-focused position that plays an important role in welcoming and supporting new employees. As part of this position, you will provide friendly and professional assistance at the front desk and by phone, answering benefits-related questions and helping employees understand and navigate their benefit options.A key responsibility of this role is maintaining accurate and up-to-date employee information within HR systems and supporting engaging benefits presentations during New Hire Orientation. You will also contribute to a variety of essential HR processes, including distributing required notices, managing retiree and COBRA billing, processing benefits changes, updating onboarding materials, and completing fingerprinting for new hires.This is an excellent opportunity for someone who enjoys building relationships, staying organized, managing a diverse range of administrative responsibilities, and making a meaningful contribution to the overall employee experience. The ability to multitask is highly desired.

This recruitment is for Level I and II.
The salary range for level I is $1,757.60 - $2,355.20 biweekly ($21.97 - $29.44 per hour).
The salary range for level II is $1,941.60 - $2,600.80 biweekly ($24.27 - $32.51 per hour).

Under immediate or general supervision, performs a variety of responsible technical human resources support functions including preparing, maintaining, and processing the County’s payroll and assisting in administering benefits programs; prepares, maintains, and distributes a variety of payroll, benefits, and human resources records and reports; and performs related duties as assigned.
Receives immediate (Human Resources Technician I) or general (Human Resources Technician II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.
Human Resources Technician I: This is the entry-level classification in the human resources technician series. Initially under close supervision, incumbents learn and perform routine duties in support of payroll, benefits, and human resources functions. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Human Resources Technician II: This is the journey-level classification in the Human Resources Technician series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Human Resources Technician in that the latter performs the more complex work assigned to the series, such as administering leave programs, compiling and preparing payroll, leave, and benefits reports, and/or providing technical and functional direction and training to department human resources and payroll representatives.
Positions in the Human Resources Technician classification series are flexibly staffed; positions at the II- level may be filled by advancement from the I-level; progression to the next level in the series is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the next level in the class series.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to completion of the twelfth (12th) grade; and
Human Resources Technician I: One (1) year of human resources, payroll, accounting, fiscal record-keeping, or closely related experience.
Human Resources Technician II: Two (2) years of experience performing increasingly responsible technical human resources or payroll support work for a full-service human resources program at a level equivalent to Human Resources Technician I.
All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
