The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana

ELMHS is seeking a motivated, detail-oriented professional with disciplinary experience to join our Human Resources Department. The selected candidate will provide expert-level human resources and employee relations support by managing complex and confidential hiring, disciplinary, grievance, workplace violence, and sexual harassment matters, ensuring compliance with Civil Service rules, organizational policies, and applicable state and federal laws while serving as the subject matter expert for disciplinary processes.

Examples of duties

Six years of human resources experience; OR

Six years of full-time experience in any field plus three years of human resources experience; OR

A bachelor’s degree plus three years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties:

In this role, you will:

  • Provide support throughout the hospital on issues that are highly complex and confidential in nature.
  • Need in-depth knowledge and expertise of the rules, regulations, procedures, and deadlines related to job postings and hiring activities.
  • Need in-depth knowledge of applicable Civil Service Rules, LDH/OBH policies and procedures, and any other federal and state laws governing hiring, discipline, classification, and organizational management.
  • Serve as a subject matter expert for the administration of all aspects of discipline for ELMHS.
  • Develop, recommend, and implement ELMHS’ discipline policy and procedures.
  • Be responsible for reviewing the pertinent information when an Internal Review Committee (IRC) substantiates the findings of an investigation of Abuse or Neglect of a client. Further reviews the facts of the case, obtains witness statements and any other pertinent evidence when necessary.
  • Prepare pre-deprivation (pre-discipline or Loudermill) letters and submit to the LDH Legal department for review.
  • Research and provide additional information to a representative of the Legal department, as requested.
  • Issue pre-deprivation letters to employees.
  • Meet with the employee and Appointing Authority, or designee, for the employee’s response to the pre-deprivation letter. Issues final discipline letter.
  • Assist the Legal department representative at any Civil Service Commission review of discipline actions.
  • Issue letters of Administrative Leave, supervisory counseling letters, letters of improvement, letters of termination of temporary appointment, and letters of separation from probation.
  • Assist employees, as needed, with issuing Grievance reports.
  • Track the process of Grievance reports submitted to ensure ELMHS remains in compliance.
  • Receive and investigate reports of workplace violence and sexual harassment.
  • Compile information on reported workplace violence or sexual harassment and prepares report as well as make recommendations to the Legal department.
  • Review information with HR Manager, HR Director, department head, and/or Appointing Authority. If allegations prove true, proceed with discipline action letter.
