Hillsborough County is seeking a Human Resources Specialist to support our Classification and Compensation team. In this role, you will help ensure positions are appropriately classified, compensation structures remain competitive, and departments receive strong guidance on job design, pay practices, and organizational structure.

What you will do

As a Human Resources Specialist, you will independently perform administrative, technical, and analytical work in support of the County’s classification and compensation programs. You will partner with leaders and departments across the organization to evaluate positions, conduct studies, analyze market data, and provide guidance on classification and pay-related matters.

Key responsibilities

  • Analyze and evaluate position descriptions using established job analysis and job evaluation methods
  • Conduct classification studies and desk audits for individual positions and job groups
  • Interview employees and managers to gather and document job-related information
  • Provide guidance on classification and compensation policies, procedures, and organizational structure
  • Research HR best practices, legislation, and compensation trends
  • Collect and analyze labor market data to support salary recommendations and pay grade reviews
  • Participate in salary surveys and market pricing activities to assess internal and external competitiveness
  • Prepare reports, findings, and recommendations for leadership review
  • Assist departments with interpreting applicable federal and state laws, County policies, and collective bargaining agreements
  • Support process improvement initiatives within the functional area
  • Conduct employee workshops and training sessions
  • Complete daily assignments within established timeframes
  • Perform other related duties as assigned

Ideal candidate

The ideal candidate will bring practical public sector classification and compensation experience and a strong ability to analyze positions, interpret data, and provide clear recommendations.

Experience that will help you succeed includes:

  • Writing and revising job descriptions
  • Preparing job documentation and conducting job evaluations
  • Establishing and documenting job worth hierarchy
  • Conducting salary surveys and market pricing positions
  • Developing pay structures
  • Evaluating internal equity
  • Communicating effectively with managers, employees, and stakeholders

Minimum qualifications

  • Bachelor’s degree in Human Resources Management, Business Management, Public Administration, or a social or behavioral science; and
  • Three years of professional human resources experience; or
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the required job-related competencies, provided the candidate has at least a high school diploma or GED

Work environment

This position is primarily office-based and includes regular sitting and speaking. Occasional travel within Hillsborough County may be required to conduct onsite desk audits or attend meetings.

Work Category: Sedentary Work

This role involves exerting up to 10 pounds of force occasionally and may require lifting, carrying, pushing, pulling, or otherwise moving objects. Most of the work is performed while sitting, with walking and standing required occasionally.

Emergency management responsibilities

In the event of an emergency or disaster, employees may be required to respond to duties as assigned by their department, the County’s Office of Emergency Management, or County Administration before, during, or after the event.
