WFP Madagascar is undergoing significant organizational transformation and workforce strengthening initiatives. Within this context, and under the supervision of the Head of the Head of HR, the Human Resources Officer (NOB) will serve as a key focal point for talent acquisition and talent management, ensuring the timely recruitment of qualified talent and supporting initiatives that enhance workforce capability, employee development, succession planning, and organizational effectiveness. The incumbent will lead end-to-end recruitment processes, provide HR advice to managers, and contribute to the implementation of talent management solutions that enable the Country Office to attract, retain, and develop diverse talent capable of delivering on WFP's mandate.
The Human Resources Officer (NOB) is responsible for coordinating and delivering end-to-end recruitment and talent management activities to support WFP Madagascar's workforce needs. The incumbent will partner closely with managers to attract, select, develop, and retain talent while ensuring compliance with WFP policies and best practices. The position also supervises a Human Resources Assistant (G5) and contributes to continuous improvement of HR processes, systems, and employee services.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Education: An Advanced university degree in a related field with three (3) years of relevant professional experience in Human Resources is required;
or
a First University degree with five (5) years relevant professional experience.
Experience: Relevant professional experience is defined as progressively responsible experience in talent acquisition, recruitment and selection, talent management, workforce planning, employee development, or other human resources functions.
Experience managing end-to-end recruitment processes, advising hiring managers, coordinating assessment and selection activities, and implementing HR policies and procedures in a complex organizational environment is highly desirable.
Experience supervising staff and working with HR information systems is an asset.
Language: Fluency in French and English languages (oral and written) is mandatory.
