Summary

Under general direction, this full-time Human Resources Manager position will manage and lead department-wide workforce development efforts to create employment and career advancement pathways for individuals while working closely with the recruitment team for Columbus Water & Power.

This position will help develop and scale new initiatives that address the department's evolving workforce needs. Some of these programs include career mapping, succession planning, and job class review. It will oversee and maintain partnerships with external partners such as educational institutions and other community/professional organizations; supervise and manage professionals conducting workforce development activities for the department; meet with Divisions to maintain open communication channels with employees and managers by answering questions, explaining policies and procedure, and disseminating updated personnel related information; performs related duties as required.

Examples of duties

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Serves as an advisor to management on matters related to human resources;

Participates in departmental/divisional reorganizations; ensures proper utilization of class plan by analyzing position requirements and responsibilities; provides feedback regarding current and proposed content of class specifications;

Complies with federal, State, and local employment laws and regulations by studying existing and new legislation, anticipating new requirements, enforcing adherence to requirements, and advising management on needed actions;

Ensures compliance with labor contractual agreements by monitoring and implementing contractual requirements, conducting investigations, and representing the department/division at all stages of the disciplinary and grievance process;

Administers or oversees all aspects of the appointment process to include new hires, promotions, demotions, suspensions, and terminations;

Investigates employees whose behavior may violate City work rules and holds hearings that could result in disciplinary action;

Prepares special reports by collecting, analyzing, and summarizing information and trends;

Keeps management informed, in a timely matter, of all situations, which could affect the accomplishment of goals and objectives;

Reviews and/or makes recommendations to departmental/divisional policy and procedures pertaining to human resources;

Maintains personnel records by developing and enforcing filing and documentation systems;

Maintains open communication channels with employees and managers by answering questions, explaining policies and procedures, and disseminating updated personnel related information.

Qualifications

Possession of a bachelor's degree and three (3) years of professional human resources experience in a human resources office, company, firm, or department. Substitution(s): A master's degree in a human resources related field may be substituted for one (1) year of the required experience.

The state legislature established Columbus as a city in 1812. The city is a home-rule municipal

corporation operating under the laws of Ohio. The City Charter, its constitution, can only be amended

by a majority of the city’s voters.

The City of Columbus is administered by a Mayor, a seven-member City Council, the City Auditor and

City Attorney. These officials are all elected for four-year terms on an at-large basis. The Mayor and

four Council members are elected in an odd numbered year. Three Council members, the City

Auditor, and the City Attorney are elected in the following odd numbered year. The Charter provides

for appointments and elections of successors to these officials if they should, for any reason, vacate

their office. All are chosen through a non-partisan process.

The Mayor appoints directors for the Departments of Public Safety, Public Service, Public Utilities,

Finance and Management, Development, Building and Zoning Services, Human Resources,

Technology, Equal Business Opportunity and Community Relations. The remaining four city

department directors are appointed by and report to independent commissions. These are the

Recreation and Parks Department Director, the Health Commissioner, the Civil Service Executive

Secretary and the Secretary of the Sinking fund. The City Treasurer and Clerk to the Council are

appointed by, and serve at the pleasure of the Council.
